Pioneering Innovation: Redefining Mindsets for Global Integration Leadership

Strengthening Foreign Affairs and International Integration as a Core and Continuous Task

On the afternoon of October 13, during the official session of the 1st National Congress of the Government Party Committee for the 2025–2030 term, Comrade Le Hoai Trung, Secretary of the Party Central Committee, Secretary of the Party Committee, and Acting Minister of Foreign Affairs, delivered a presentation titled “Enhancing Capacity and Promoting the Role of the Ministry of Foreign Affairs Party Committee in Leading the Successful Implementation of Diplomatic Tasks in the Era of National Ascendancy.”

Addressing the Congress, Minister Le Hoai Trung expressed strong agreement with the Political Report presented by the Central Executive Committee and the Politburo, while also commending the significant, comprehensive, and impactful achievements led by the Government Party Committee during the previous term.

“Under the leadership of the Central Executive Committee, the Politburo, the Secretariat, and Comrade General Secretary, our nation has made remarkable strides across all sectors. The Ministry of Foreign Affairs Party Committee fully supports the directions, goals, and major solutions proposed by the Congress for the upcoming phase—a period filled with both challenges and glory,” he emphasized.

According to Acting Minister Le Hoai Trung, the Draft Political Report of the 14th Party Congress introduces several new elements that underscore the pioneering role of foreign affairs and diplomacy in maintaining a peaceful environment, safeguarding independence, sovereignty, and territorial integrity, mobilizing external resources for development, and enhancing the nation’s global standing.

“Notably, this time our Party has identified the promotion of foreign affairs and international integration as a core and continuous task for the entire political system,” the Acting Minister stated.

In this spirit, the Ministry of Foreign Affairs Party Committee aims to enhance leadership capacity and fully leverage the Party Committee’s role in building a professional, civilized, humane, modern, and effective diplomatic sector, meeting the new demands of globalization and deep integration.

Comrade Le Hoai Trung cited the directives of General Secretary To Lam and Comrade Pham Minh Chinh, Secretary of the Government Party Committee and Prime Minister, at the 1st Congress of the Ministry of Foreign Affairs Party Committee. These directives emphasized that the diplomatic sector in the 2025–2030 term must continue to uphold its glorious traditions, fostering a cadre of resilient, intelligent, professional, effective, humane, and modern diplomats. Additionally, it must enhance capacity and leadership to contribute to the construction and defense of the nation in the new era.

Five Key Focus Areas for Renewing Leadership Thinking and Methods in Foreign Affairs

Acting Minister Le Hoai Trung noted that the Ministry of Foreign Affairs Party Committee currently has over 12,000 members, with approximately 70% based in overseas Party organizations. These members operate under diverse conditions and cannot always maintain regular contact with the domestic leadership.

Furthermore, the Party Committee includes members who are officials from 34 provinces and centrally-governed cities working abroad, with an annual rotation rate of about 30%. “This unique characteristic of the diplomatic sector requires flexible, creative, and context-specific leadership methods,” the Acting Minister shared.

According to Comrade Le Hoai Trung, as the sector enters a new phase, the Ministry of Foreign Affairs Party Committee has identified five key areas for renewing leadership thinking and methods:

First, renew leadership thinking to affirm the Party Committee’s central role in comprehensively directing foreign affairs, aligning with the goal of building a “comprehensive” Party Committee—one that leads both politically and ideologically while guiding professional expertise.

Second, renew the Party’s leadership methods through personnel management, enhancing the capacity of officials and Party members, particularly in political awareness, professional resilience, and adaptability in the context of integration; building a diplomatic corps that is both “red and expert.”

Third, renew inspection and supervision efforts, not only to prevent violations and combat corruption and waste but also to promote and monitor the implementation of political tasks; viewing inspections as a driver of development.

Fourth, vigorously renew leadership methods, emphasizing the exemplary responsibility of leaders at all levels of the Party Committee, agencies, and units; while cultivating a leadership model characterized by dedication, exemplary conduct, bold thinking, bold action, and a willingness to take responsibility for the common good.

Fifth, strengthen ideological, theoretical, and propaganda work, ensuring that the Party’s policies and guidelines are swiftly and effectively communicated to every Party organization and official, especially at Vietnam’s overseas representative offices.

“These renewals aim to achieve the overarching goal of enhancing the leadership capacity and combat strength of Party organizations, building a modern and professional diplomatic sector that plays a pioneering role in constructing and firmly safeguarding the nation in the new context,” the Acting Minister emphasized.
