On the morning of October 13, the First Congress of the Ho Chi Minh City Party Committee, term 2025-2030, held a preparatory session to finalize the agenda for the official sessions scheduled for October 14 and 15.
According to the Organizing Committee, 547 official delegates were convened for the First Congress of the Ho Chi Minh City Party Committee, including 106 ex-officio delegates and 441 appointed delegates from commune, ward, special zone party committees, and grassroots-level party committees directly under the City Party Committee. At the preparatory session, 546 delegates (99.82%) were in attendance.

Speaking at the preparatory session, Secretary of the Ho Chi Minh City Party Committee, Tran Luu Quang, announced that the congress would address two main agendas.
First, it will review the implementation of the resolution from the 2020-2025 term and outline the direction, goals, and solutions for the 2025-2030 term.
Second, the congress will discuss and contribute opinions to the draft documents for the 14th National Party Congress.

During the congress, the Politburo and Secretariat’s decisions will be announced and presented, appointing the Party Committee’s Executive Board, Standing Committee, Secretary, Deputy Secretaries, Inspection Commission, and Chairman of the Ho Chi Minh City Party Committee’s Inspection Commission for the first term (2025-2030). Additionally, the city’s delegation to the 14th National Party Congress will be finalized.
According to Mr. Quang, over the past several months, alongside vigorously directing the reorganization of administrative units, the Standing Committee of the City Party Committee has successfully and timely guided the congresses of 10,641 grassroots party organizations and 173 party committees directly under the City Party Committee.
Simultaneously, the congress subcommittees, the Standing Committee, and the Executive Board of the Ho Chi Minh City Party Committee have meticulously and thoroughly prepared the content of documents for the Politburo’s review, in accordance with regulations.

Secretary of the Ho Chi Minh City Party Committee also highlighted that this congress marks a significant shift in mindset and awareness. It fully leverages information technology in its organization to save time and costs, eliminating the distribution of printed materials to delegates. All congress content and programs will be accessible via a digital congress platform.
Regarding discussions on central and city documents, Mr. Quang noted that the city’s documents have been meticulously, rigorously, and scientifically prepared, with broad input gathered through multiple conferences and widely disseminated via media to collect feedback from all city residents.
According to the Secretary of the Ho Chi Minh City Party Committee, the documents have been comprehensively and profoundly reviewed by the collective leadership of the Politburo. The Document Subcommittee, the Standing Committee, and the Executive Board of the City Party Committee have synthesized, seriously absorbed, and refined the documents through six drafts before submission to the congress.
To enhance the quality of discussions at the congress, Secretary Tran Luu Quang urged delegates to thoroughly study the materials to provide high-quality contributions and actively participate in the discussion sessions.
The First Congress of the Ho Chi Minh City Party Committee, term 2025 – 2030, will be held over three days from October 13 to 15. This is the first congress of Ho Chi Minh City following its merger with Binh Duong and Ba Ria – Vung Tau. The opening session will take place on the morning of October 14, with the closing session on the morning of October 15. The congress is themed: “Building a clean and strong Party Committee and political system; harnessing the strength of national unity; breakthrough development in science, technology, innovation, and the private economy; enhancing defense, security, foreign affairs, and international integration; and effectively mobilizing and utilizing all resources for Ho Chi Minh City to lead the nation into the new era.” In addition to the central venue at the Ho Chi Minh City Cadre Academy, the opening session will be broadcast to four satellite locations: Sai Gon Ward People’s Committee, Di An Ward Party Committee, Tan Phuoc Ward Party Committee, and Con Dao Special Zone Party Committee. The congress will not use printed materials (except for classified documents). Each delegate will bring a tablet to access all relevant information and documents. |
