According to the investigation agency, Huynh Duc Dat was found to have breached the principles of equality and transparency in the bidding process, favoring the joint venture of T&C Hanoi Commercial Investment Joint Stock Company and T.D Medical Pharmaceutical Equipment Trading Co., Ltd., resulting in a loss of over VND 23 billion to the state budget.

As for Do Huy Binh, the General Director of ETS Vietnam Joint Stock Company, he directly signed the technical documents, facilitating the winning bid of T&C Hanoi Commercial Investment Joint Stock Company and T.D Medical Pharmaceutical Equipment Trading Co., Ltd., causing losses.
The case is currently under further investigation and handling by the police.
