At the conference presenting the feasibility study for the Ninh Binh International Airport, delegates showed strong consensus in favor of the project’s research and implementation.
The proposed airport’s catchment area includes: the new Ninh Binh Province (Ninh Binh, Nam Dinh, and former Ha Nam); southern areas of Hanoi; parts of former Hoa Binh Province; northern regions of Thanh Hoa Province; portions of Hung Yen Province; and parts of former Thai Binh Province.
Forecasts indicate that by 2030, Ninh Binh Airport will serve approximately 4.5 million passengers annually, rising to around 10 million by 2050.
Addressing the conference, Mr. Pham Quang Ngoc, Deputy Secretary of the Provincial Party Committee and Chairman of the Ninh Binh Provincial People’s Committee, emphasized the province’s unwavering commitment to planning and constructing the airport. This ensures alignment with the Ninh Binh Provincial Master Plan and the National Airport Development Plan for 2021–2030, with a vision to 2050.
The Chairman directed the consulting unit to incorporate feedback, ensuring the proposal includes all necessary legal, technical, and political justifications. He stressed the airport’s importance not only for Ninh Binh’s socio-economic growth but also for the broader development of the southern Red River Delta region.
Regarding the site selection, he called for thorough analysis and comparison of potential locations, considering factors like advantages, catchment areas, long-term infrastructure and urban development, and accessibility to Hanoi. Consultation with central ministries is also required.
The Chairman tasked relevant departments with closely collaborating with the consulting unit to finalize the proposal promptly for submission to the Provincial People’s Committee and subsequent review by the Provincial Party Committee.

The Ninh Binh Provincial People’s Committee plans to develop Ninh Binh International Airport in Lien Tuyen Ward.
In its proposal to the Ministry of Construction, the Ninh Binh Provincial People’s Committee suggested constructing the airport in Lien Tuyen Ward, approximately 80 km from Noi Bai Airport, 85 km from Cat Bi Airport, 63 km from Gia Binh Airport, and 85 km from Tho Xuan Airport.
The proposed site is 5 km from Phu Ly Station (North-South high-speed railway), 17 km from Nam Dinh Station, and 43 km from Ninh Binh Station.
According to the proposal, Ninh Binh International Airport will meet 4E standards, featuring two runways capable of handling wide-body aircraft like the Boeing 787, Boeing 777, and Airbus 350. The total planned area is 720 hectares, with an initial capacity of approximately 10 million passengers per year.
Land clearance is expected to involve 1,080 households, 15 cemeteries, 2 religious sites, and 4 schools.
The project was initially proposed by Xuan Truong Group in June 2025, utilizing social funding and local budgets without central government funds.
