Northern Vietnam’s Four Provinces Suffer Over $370 Million in Damages Following Typhoon 11

The aftermath of Typhoon No. 11 has left a trail of devastation, with torrential rains causing damages exceeding 8.72 trillion VND across the provinces of Thai Nguyen, Cao Bang, Lang Son, and Bac Ninh. Among these, Thai Nguyen has borne the brunt of the destruction, suffering the most severe losses.

According to the Ministry of Agriculture and Environment, as of the afternoon of October 12, approximately 10,961 homes remain flooded in the Northern region, primarily in Bac Ninh (8,800 homes) and Hanoi (2,161 homes).

The dyke system has experienced 59 incidents, with 42 in Bac Ninh, 8 in Thai Nguyen, and 9 in Hanoi. Local authorities have swiftly addressed these issues and are maintaining 24/7 monitoring to track flood developments.

The power sector reported 550,805 customers without electricity in Thai Nguyen, Bac Ninh, Cao Bang, and Lang Son. To date, power has been restored to over 502,000 households, leaving 48,169 customers still without electricity, with the majority (29,442 households) in Bac Ninh.

Regarding communication, in Thai Nguyen, 32 out of 92 specialized data transmission points remain disconnected due to power outages; the public network has been fully restored. In Hanoi, communication in Trung Gia and Da Phuc communes has returned to normal.

The total damage caused by the floods following Typhoon No. 11 is estimated at over 8.72 trillion VND, including: 1.05 trillion VND in Lang Son, 2 trillion VND in Cao Bang, 4 trillion VND in Thai Nguyen, and 1.67 trillion VND in Bac Ninh.

Currently, water levels in rivers are gradually receding. At Phuc Loc Phuong (Cau River), the water level is at 7.37m, still 0.37m above the Level 2 alert. The Thuong and Ca Lo rivers are also decreasing but remain at high levels.

Many central roads and residential areas in Thai Nguyen province are deeply flooded, causing traffic paralysis and isolating thousands of households.

On the afternoon of October 12, the Ministry of Agriculture and Environment issued a telegram ordering the closure of one bottom outlet of Tuyen Quang Lake and instructed provinces to ensure downstream safety. The Hanoi – Thai Nguyen national highway and railway have been fully reopened.

On the same day, Prime Minister Pham Minh Chinh signed a decision to provide emergency support for the second time, allocating 400 billion VND from the central budget reserve in 2025 to Thai Nguyen, Cao Bang, Lang Son, and Bac Ninh to overcome flood damage and stabilize people’s lives. Previously, on October 8, the Government had provided emergency support of 140 billion VND to these four localities.

Thus, the total support funding to date is 540 billion VND, with Thai Nguyen receiving 300 billion VND, Cao Bang 80 billion VND, Lang Son 80 billion VND, and Bac Ninh 80 billion VND.

The Prime Minister requested the People’s Committees of Thai Nguyen, Cao Bang, Lang Son, and Bac Ninh to take responsibility for managing and using the funds for the correct purposes and beneficiaries, ensuring transparency and preventing loss or corruption. They must report the results to the Ministry of Finance and the Ministry of Agriculture and Environment for compilation and reporting to the Government.
