In his opening remarks, HCMC Party Secretary Tran Luu Quang emphasized that the 1st Congress of the Ho Chi Minh City Party Committee for the 2025-2030 term is a significant event in the political and social life of the Party, military, and people of the city.
This Congress has two critical tasks: to comprehensively review the implementation of the Resolution of the Congress for the 2020-2025 term and to deeply evaluate the responsibilities of the incumbent Executive Committee. Based on this, it will outline the direction, goals, and tasks for Party building and socio-economic development of the city for the 2025-2030 period and subsequent terms, in line with the characteristics of the two-tier local government model. It will also contribute thoughtful, intellectual, and responsible discussions to the documents submitted to the 14th National Party Congress prepared by the Central Executive Committee.
According to the head of the HCMC Party Committee, over the past year, amidst the dual focus on leading socio-economic development and reorganizing the apparatus to streamline operations and transition to a two-tier local government model, the City Party Executive Committee has worked diligently, rigorously, methodically, and in accordance with procedures. This has ensured that Congress preparations are synchronized, effective, and substantive.
The documents submitted to the Congress have been developed based on rich practical experience, adhering closely to the Party’s guidelines and policies. They also harness the collective intelligence and dedication of the entire Party and the city’s population.

Significant and Comprehensive Achievements Across All Fields
HCMC Party Secretary Tran Luu Quang highlighted that, contributing to the nation’s achievements over 40 years of renewal, during the 2020-2025 term, despite facing unprecedented challenges, particularly the severe impact of the COVID-19 pandemic, the Party, government, and people of Ho Chi Minh City, Binh Duong, and Ba Ria – Vung Tau united and persevered. They achieved significant and comprehensive results across all fields.
In Party building and political system development, the city focused on strictly implementing the Party Central Committee’s guidelines and resolutions. It continued to innovate leadership methods, enhance the capacity and combativeness of grassroots Party organizations, and build a cadre team with sufficient qualities, capabilities, and prestige to meet the tasks at hand.
The reorganization and consolidation of the apparatus, along with streamlining the workforce, were implemented in tandem with establishing a two-tier local government model suited to the city’s scale and post-merger management specificities.
In the socio-economic sphere, the city achieved or exceeded most key targets for the term. The average GRDP growth rate reached 6.7%/year, with per capita GRDP averaging $8,224, 1.7 times the national average. The city’s economy accounted for over 23.5% of the national GDP, contributing more than one-third of the national budget revenue. The number of enterprises represented 31% of the national total. State budget revenue consistently increased, exceeding annual estimates by 10-15%, solidifying the city’s role as the nation’s economic powerhouse.
“These remarkable achievements vividly demonstrate the resilience, intelligence, solidarity, dynamism, and creativity of the Party and people of Ho Chi Minh City. They reflect the unwavering determination and strong aspirations for the common goal: a rapidly developing, sustainable, compassionate, modern, and integrated Ho Chi Minh City, worthy of being the nation’s leading economic driver,” affirmed Comrade Tran Luu Quang.
Additionally, as noted by HCMC Party Secretary Tran Luu Quang, in implementing the revolution to streamline organizations, rearrange administrative units, ensure effective operations, and establish a two-tier local government model, Ho Chi Minh City, Binh Duong, and Ba Ria – Vung Tau were merged into a unified development entity—Ho Chi Minh City. From the tradition of “sharing the same river, sharing the same destiny,” which has bound the three localities closely throughout history, to “mountains connected to mountains, rivers to rivers, and seas to seas,” a new development space, resources, and momentum have emerged. This creates a new resonance of strength, opening a development era with greater scale, stature, and aspirations.
As General Secretary To Lam emphasized in his keynote address: “For the nation’s rapid, stable, and sustainable development; better care for the people’s well-being; and building a lean, effective government apparatus that proactively serves the people and fosters development, with the capacity to effectively implement the Party’s policies in the era of development and prosperity.”
Imbued with this spirit, Comrade Tran Luu Quang affirmed that the Ho Chi Minh City Party Congress for the 2025-2030 term is not only a significant political milestone but also a strong commitment from the entire Party, government, and people of the city. It aligns with the nation’s progress in building and safeguarding the Fatherland.
Clearly Defining Goals and Tasks for the New Term
With a spirit of collaboration, creativity, humility, and openness, HCMC Party Secretary Tran Luu Quang urged delegates to draw from the rich experiences of localities and sectors. They should engage in democratic, candid discussions, comprehensively assess achievements, and frankly analyze shortcomings, limitations, and causes, particularly in leadership, guidance, and implementation of the Congress Resolution for the past term.
From this, they should draw profound lessons, clearly define goals, tasks, solutions, and major policies to build a rapidly developing, sustainable Ho Chi Minh City, meeting the Central Committee’s expectations and the people’s trust.
Furthermore, alongside discussing and adopting the Political Report and Congress documents, Secretary Tran Luu Quang requested delegates to contribute heartfelt, intellectual, and responsible input on key development topics for the city. They should also provide in-depth feedback on the draft documents for the 14th National Party Congress, reflecting the sentiments, responsibilities, and trust of the Ho Chi Minh City Party, government, and people toward the Party and the nation.
A critically important aspect of the Congress is personnel work. According to Secretary Tran Luu Quang, following the Politburo, Secretariat, and Central Committee’s guidance, the Standing Committee and Executive Committee of the City Party have meticulously prepared, following procedures, the personnel for the City Party Executive Committee for the 2025-2030 term and the delegation to the 14th National Party Congress.
At the Congress, the Politburo and Secretariat’s Decision on appointing the Executive Committee, Standing Committee, Secretary, Deputy Secretaries, Inspection Commission, and Head of the Inspection Commission of the Ho Chi Minh City Party Committee for the 2025-2030 term will be announced. Additionally, the city’s delegation to the 14th National Party Congress will be reported.

Developing Ho Chi Minh City into a Global Metropolitan Hub
Entering a new era, the 1st Executive Committee of the Ho Chi Minh City Party has outlined a vision for the city’s development over the next five years with the overarching goal: “Building a clean, strong Party and political system; continuing to refine the organizational structure of the political system; and harnessing the traditions of solidarity, dynamism, compassion, creativity, bold thinking, and action. As a pioneer for the nation, we will enter a new era of development together. Mobilizing all resources and effectively leveraging potential, strategic advantages, and scientific, technological, innovative, and digital transformation advancements will drive rapid, sustainable socio-economic development. By the 100th anniversary of the Party’s founding (2030), the city aims to become a civilized, modern metropolis—a dynamic innovation hub leading industrialization and modernization. It will hold a prominent position in Southeast Asia, rank among the top 100 global cities, and be recognized as a livable city with a world-class innovation ecosystem and high-income status. By the 100th anniversary of national independence (2045), it will be among the top 100 best cities globally, a leading international metropolis in Southeast Asia, and a center for economics, finance, tourism, services, education, and healthcare in Asia. It will be a globally attractive destination with distinctive, sustainable socio-economic development, high quality of life, and deep international integration.”
According to Party Secretary Tran Luu Quang, these goals are both challenging and honorable, representing the historical responsibility of the Party, government, and people of the city, particularly the delegates present at this Congress. He emphasized that, continuing the resilient revolutionary tradition, spirit of compassion, solidarity, dynamism, and creativity, we cannot rest on past achievements. Instead, we must continually renew our thinking and act more decisively, striving for new heights for the city’s prosperity and the people’s happiness.
“We shape the future through innovative intelligence and rise through the power of unity. We must continue affirming the leadership, guidance, and inspirational role of the Ho Chi Minh City Party, not only for the Southeast region but for the entire nation. The Executive Committee, Standing Committee, and key leaders must truly be the core of unity, symbols of innovation, and sources of trust for the city’s Party members, officials, and people. The Government’s Party Committee for the 2025-2030 term has set an ambitious goal: by 2030, Vietnam aims to become a modern industrialized developing country with high-middle income, ranking among the top 30 global economies and 3rd in ASEAN. To achieve this, the target is to sustain high economic growth rates from 2026 to 2030 while ensuring major macroeconomic balances.
