Unveiling the Truth: Hanoi Police Investigate Shark Binh’s Ngan Luong Payment Gateway Operations

In the case involving NextTech Group Joint Stock Company, chaired by Mr. Nguyen Hoa Binh (Shark Binh), the Hanoi Police Investigation Agency is expanding its investigation to verify and clarify the activities of the Ngan Luong payment gateway.

On October 14, the Hanoi Police Department held a press briefing regarding the case involving NextTech Group Joint Stock Company, chaired by Mr. Nguyễn Hòa Bình (Shark Bình).

During the conference, a reporter from Tiền Phong newspaper asked whether the Ngân Lượng Payment Gateway, part of NextTech’s ecosystem, was involved in the case concerning money transfers.

Major General Dương Đức Hải, Deputy Director of Hanoi Police Department, stated that the Ngân Lượng Payment Gateway is one of the payment gateways within the ecosystem of the suspect Nguyễn Hòa Bình.

“We are thoroughly investigating numerous activities related to money transfers via the Ngân Lượng Payment Gateway, as well as other financial activities, not limited to virtual currency,” said Major General Hải.

Further elaborating on this matter, Colonel Thành Kiên Trung, Deputy Head of the Economic Police Division of Hanoi Police Department, stated that through the investigation, it was determined that the Ngân Lượng Payment Gateway is part of NextTech’s ecosystem, and its wallet transfer activities are of particular interest to the authorities.

Shark Bình’s Ecosystem Riddled with Violations

“Regarding Shark Bình’s ecosystem, we cannot limit it to just the two charges mentioned. There are numerous violations,” Colonel Trung informed.

Ngân Lượng Payment Gateway Joint Stock Company was established in 2012, primarily engaged in providing payment intermediary services. Ngân Lượng is known as one of the enterprises within the NextTech ecosystem, founded by Mr. Nguyễn Hòa Bình.

On its website, nganluong.vn claims to be Vietnam’s largest internet banking payment gateway, enabling customers to make instant online payments through their personal internet banking accounts into their nganluong.vn e-wallets.

Previously, in 2024, Ngân Lượng Joint Stock Company was fined by authorities for administrative violations in the tax domain. The total amount of fines and back taxes exceeded 1.2 billion VND.

In this case, Mr. Bình exploited his reputation to publish information about the Next100 Blockchain Investment Fund, committing to invest $50 million in digital currency projects over 10 years to promote the AntEx token and bolster investor confidence, preventing a sell-off.

From August 2021 to November 2021, the perpetrators issued and sold 33.2 billion AntEx tokens to approximately 30,000 investors on various exchanges, collecting 4.5 million USDT (equivalent to approximately 117 billion VND) into their exchange e-wallets.

The Hanoi Police Department’s Investigation Agency has initiated legal proceedings, charging and detaining Mr. Nguyễn Hòa Bình and nine other suspects for investigation on charges of “Fraud to Appropriate Assets” and “Violating Accounting Regulations Causing Serious Consequences.”

The investigation agency has seized assets worth approximately 900 billion VND, including 597 gold bars, USD, 18 land titles, and 2 cars.
