Small Modular Reactor (SMR) development in Vietnam: A glimpse into the future of nuclear energy.
The Ministry of Industry and Trade is drafting a resolution to address challenges in national energy development from 2026 to 2030, with a focus on small-scale nuclear power, specifically Small Modular Reactors (SMRs).
Chapter III, Article 10 of the draft allows private enterprises to research and develop SMR technology.

Small Modular Reactors (SMRs) are advanced nuclear reactors with a capacity of up to 300 MWe per unit, approximately one-third the output of traditional nuclear power plants. Their compact, modular design allows for factory assembly and on-site installation, reducing construction time and costs.
SMRs are projected to significantly cut construction time (24-36 months) and costs, making them ideal for incremental deployment to meet growing energy demands.
Their smaller footprint enables SMRs to be deployed in locations unsuitable for larger nuclear plants. Pre-fabricated modules ensure consistent quality and cost-effectiveness compared to on-site construction of larger reactors.
For the private sector, SMRs offer versatile applications, enabling companies to power their own projects, such as steel mills, petrochemical complexes, semiconductor plants, and data centers, while also fostering technology transfer and research collaborations.
In the public sector, state-owned corporations and research institutions can partner with private entities to develop specific components, leveraging their strengths. Leading the way in SMR technology research, development, construction, and operation is crucial.

On February 14th, General Secretary To Lam met with SK Group Chairman Chey Tae-won at the Communist Party of Vietnam’s Central Office. Chey expressed interest in collaborating on energy solutions, including LNG infrastructure, AI data centers, hydrogen energy, and Small Modular Reactors (SMRs), alongside advancements in high-tech agriculture and logistics.
Minister of Industry and Trade Nguyen Hong Dien meets with Westinghouse representatives.
On May 19th, Minister Nguyen Hong Dien discussed nuclear energy with Westinghouse. Both parties agreed to share information and work toward a Memorandum of Understanding (MoU) between Westinghouse and Petrovietnam for nuclear power development.
They also pledged to enhance cooperation in key areas such as energy infrastructure investment models (PPP, BOT), technology transfer, and workforce training for the nuclear energy sector.
Westinghouse specializes in SMRs, unveiling the AP300 in May 2023, poised to revolutionize the SMR industry. The company aims to secure design certification by 2027 and begin construction of the first AP300 by 2030.
Westinghouse has signed MoUs to supply AP300 reactors to partners in the UK, Ukraine, Czech Republic, Canada, and the US.
