The Free Trade Zone is strategically located in non-contiguous areas connected to the Dinh Vu – Cat Hai Economic Zone and the Southern Coastal Economic Zone of Hai Phong. It comprises various functional areas, including production zones, port and port logistics areas, logistics centers, commercial and service zones, and other functional areas as prescribed by law.

The functional areas within the Free Trade Zone meet the conditions of a duty-free zone as stipulated by law. They ensure customs inspection, supervision, and control by customs authorities, as well as state management activities by relevant agencies in their respective fields, in accordance with legal provisions.
The three specific locations planned for the Hai Phong Free Trade Zone are as follows: Location 1 covers approximately 2,923 hectares, situated within the Southern Coastal Economic Zone of Hai Phong, in the areas of Chan Hung and Hung Thang communes.
This area is bordered to the north by the Van Uc River; to the west by residential areas and urban development land in Hung Thang commune; to the south by the East Sea and the Do Son coastal strip; and to the east by the port and coastal logistics services.

Location 2 spans approximately 1,077 hectares, located within the Dinh Vu – Cat Hai Economic Zone, in Dong Hai Ward. It is bordered to the north by the Tan Vu – Lach Huyen bridge and the Nam Dinh Vu Industrial Park (Zones 1 and 2); to the south by the Lach Huyen maritime channel and the East Sea; to the east by the Lach Huyen deep-sea port; and to the west by Hai An Ward, an area undergoing urban and industrial development along the coast.
Location 3 covers approximately 2,292 hectares, situated within the Cat Hai Special Zone, part of the Dinh Vu – Cat Hai Economic Zone. It is bordered to the east and northeast by berths 1-6 of Lach Huyen Port and the railway station connecting Lach Huyen Port to the Lao Cai – Hanoi – Hai Phong – Quang Ninh railway line; to the west by the Tan Vu – Lach Huyen bridge and the mainland of Cat Hai Island; and to the south by the East Sea.
The Free Trade Zone is a geographically defined area established to pilot specific mechanisms and policies, as outlined in Resolution No. 226/2025/QH15 dated June 27, 2025, by the National Assembly on piloting special mechanisms and policies for the development of Hai Phong City.
The operational mechanisms, policies, and management models of this area are implemented in accordance with Resolution No. 226/2025/QH15 and related legal documents.
The Hai Phong Free Trade Zone is envisioned as a new growth engine, contributing to the implementation of Resolution No. 45-NQ/TW by the Politburo on the development of Hai Phong by 2030, with a vision to 2045. It aims to become a competitive regional and international hub for production, logistics, commerce, high-tech services, and finance, fostering high-tech industries, innovation, digital transformation, and green growth.
The Hai Phong Economic Zone Management Board, under the direct management of the City People’s Committee, is responsible for state management of the Free Trade Zone. It also provides public administrative services and supports investment, production, and business activities for enterprises operating within the zone.
The development of the Free Trade Zone is implemented in line with the national socio-economic development strategy and the overall plan of Hai Phong City, ensuring synchronization, feasibility, and effectiveness throughout the process.
