National Assembly’s Sacrifices and Contributions Recognized
After 35 dedicated working days, the 9th session concluded with a closing session on June 27th. During this session, with a unanimous vote of 433/433, the National Assembly passed the Resolution of the 9th session of the 15th National Assembly. Subsequently, the National Assembly resolved to amend and supplement several provisions of the Constitution and the Law on Organization of Local Government.

These amendments provide a comprehensive legal framework for implementing the policy of streamlining the political system’s organization. This includes establishing a two-tier local government model, reducing intermediate levels, and enhancing the effectiveness of national and local governance. Additionally, it involves a comprehensive restructuring of the country’s development space.
Concurrently, the National Assembly and the Standing Committee of the National Assembly have issued resolutions within their authority regarding the reorganization of provincial and communal administrative units. This marks the official transition to a two-tier local government model, effective July 1st, 2025.
National Assembly Appreciates Sacrifices Made for the Greater Good
These are momentous decisions with profound historical significance, directly impacting the entire political system, every citizen, and society as a whole. Notably, 696 district-level administrative units and provincial, municipal, and communal administrative units nationwide will cease operations from July 1st, 2025, as a result of this reorganization.
The decision has been met with widespread support and agreement from the people, National Assembly members, authorities at all levels, and officials in the political system of the administrative units undergoing reorganization. The National Assembly and voters nationwide acknowledge and highly appreciate the historical role and contributions of the district-level authorities across the country.
For eight decades, they have shouldered a great responsibility, successfully fulfilling their glorious historical mission. This has laid a solid foundation for the country to enter a new stage of development, transitioning to a two-tier local government model. The National Assembly recognizes and commends the sense of responsibility demonstrated by officials, party members, civil servants, public employees, and workers within the political system.
Their unity and support for the Party and State’s policy of reorganizing and streamlining the political system are commendable. We deeply appreciate the sacrifices and dedication of collectives and individuals for the common goal and the benefit of the nation. The National Assembly proposes that the Government, local authorities, and relevant agencies focus on rearranging and consolidating the organizational apparatus to ensure the smooth and efficient functioning of the two-tier local government.
It is essential to have mechanisms and policies in place to care for, support, and encourage individuals affected by the reorganization and streamlining process. During this session, the National Assembly passed 34 laws and 34 resolutions and provided initial feedback on six draft laws. The National Assembly requests that the Government direct relevant ministries and sectors to constructively build, issue, or submit to the competent authority for issuance, detailed documents guiding the implementation of laws and resolutions.
Elections for the 16th National Assembly to be Held on March 15, 2026
Based on the Party’s guidelines and practical needs, the National Assembly decided to shorten the term of the 15th National Assembly and the People’s Councils at all levels for the 2021-2026 term. The National Assembly requests that the State President, the Standing Committee of the National Assembly, the Government, the Supreme People’s Court, the Supreme People’s Procuracy, the State Audit Office, the Council of Ethnic Groups, and the National Assembly’s committees prepare term reports according to Plan No. 1255/KH-UBTVQH15.
This ensures quality and progress in presenting them to the National Assembly for consideration at the final session of the 15th National Assembly. Simultaneously, the National Assembly decided that the election of deputies to the 16th National Assembly and the People’s Councils at all levels for the 2026-2031 term will take place on Sunday, March 15, 2026. Additionally, the National Assembly established the National Election Council to carry out preparatory work for these elections.
The National Assembly acknowledges and highly appreciates the Government, the Prime Minister, the ministries, branches, localities, the business community, and the people’s vigorous direction, administration, and implementation of the tasks and solutions for socio-economic development and the state budget in 2024 and the first months of 2025.
The National Assembly requests that the Government coordinate with relevant agencies to closely monitor domestic and global developments, deploy comprehensive and timely solutions, and strive to achieve the highest possible goals in the Plan for Socio-Economic Development in 2025. Regarding the policy of supporting lunch for elementary and secondary school students in mainland border communes, the National Assembly agrees to authorize the Government to urgently implement this policy starting in the 2025-2026 school year.
If it exceeds the Government’s competence, it shall report to the Standing Committee of the National Assembly and the National Assembly for consideration and decision-making. Concerning the addition of investment forms for the North-South high-speed rail project, the National Assembly agrees with the Government’s proposal in Document No. 573/TTr-CP dated June 23, 2025. It approves the addition of investment forms according to the Law on Investment through the public-private partnership (PPP) method and business investment under the Law on Investment for the North-South high-speed rail project, along with the investment form.
The National Assembly assigns the Government to select the investment form and investor in accordance with the law. If there are mechanisms and policies beyond the Government’s competence, it shall report to the National Assembly for consideration and decision-making. Regarding the continuation of applying certain specific mechanisms and policies in some localities after the reorganization of the apparatus and expansion of administrative boundaries according to the Party and State’s guidelines, the Resolution of the session stipulates: Allow localities (including the provinces and cities of Da Nang, Khanh Hoa, Ho Chi Minh City, and Can Tho) after the merger of administrative units to continue implementing specific mechanisms and policies according to Resolutions No. 136/2024/QH15, No. 55/2022/QH15, No. 98/2023/QH15, and No. 45/2022/QH15 of the National Assembly.
This excludes clauses that have been repealed according to the provisions of the Law on Organization of Local Government No. 72/2025/QH15, corresponding to the localities (including the provinces and cities of Da Nang, Khanh Hoa, Ho Chi Minh City, and Can Tho) before the merger of provincial-level administrative units.

Implementing a New Mechanism: Legislating 18 Policies for Railway Development
The amended Railway Law reforms 18 mechanisms and policies to ensure a breakthrough in the development of the railway system. It also supplements the monitoring mechanism to guarantee the effective implementation of these policies.
