Mr. Le Viet Hieu, Deputy Chief of Office of the People’s Committee of Thanh Hoa Province, has recently issued a document to departments, district- and commune-level units conveying the directions of Mai Xuan Liem, Vice Chairman of the People’s Committee of Thanh Hoa Province, on conducting a review and providing information on assets to meet the requirements of investigation and verification.
According to the document, on June 13, the People’s Committee of Thanh Hoa Province received a document from the Investigation Agency of the Ministry of Public Security requesting coordination in providing information and temporarily suspending transactions related to Mr. La Khac Minh, residing in Ngoc Tich village, Dong Thanh ward, Thanh Hoa city.

La Khac Minh is the Deputy General Director of Z Holding Joint Stock Company, which is related to the cases of “Production and trading of counterfeit goods that are food, food additives” and “Violation of accounting regulations with serious consequences” being investigated by the Ministry of Public Security.
The review encompasses real estate, assets attached to land, shares, stocks, bonds, and capital contributions in enterprises. Units are required to temporarily halt transactions, purchases, and transfers of assets (if any) and promptly provide information to the Investigation Agency of the Ministry of Public Security.
Previously, the Investigation Agency (C01) of the Ministry of Public Security had initiated a criminal case and issued decisions to prosecute, temporarily detain, and search the residences and workplaces of several individuals belonging to Z Holding Joint Stock Company and related units.
Based on the initial investigation results, the Investigation Agency of the Ministry of Public Security has identified signs of financial and accounting irregularities and food production-related offenses at Z Holding Joint Stock Company, headquartered at 275 Nguyen Trai, Thanh Xuan Trung ward, Thanh Xuan district, Hanoi.
Based on the collected evidence, C01 has prosecuted and detained key leaders of the company, including: Hoang Quang Thinh, General Director and Chairman of the Board of Directors; La Khac Minh, Deputy General Director; and Nguyen Van Minh, Deputy General Director.
The accused are charged with “Violation of accounting regulations causing serious consequences” and “Production and trading of counterfeit food products,” as stipulated in Clause 3, Article 221 and Clause 3, Article 193 of the Criminal Code.

Up to now, the investigation results have sufficient grounds to determine that the “HIUP 27 Nutrition Product,” packaged in boxes and tins of milk powder in weights of 420 grams, 650 grams, and 800 grams, and several other liquid forms, produced by Nature Made Trading and Production Joint Stock Company from August 8, 2024, to March 5, 2025, do not meet the registered standards in terms of the composition and content of nutrients. According to Point b, Clause 7, Article 3 of Decree No. 98/2020/ND-CP dated August 26, 2020, of the Government on sanctioning of administrative violations in commercial activities, production, and trading of counterfeit goods and protection of consumers’ rights, the above-mentioned products are considered counterfeit. |
