The groundbreaking ceremony for the Bao Loc – Lien Khuong Expressway investment project was held at the intersection with National Highway 27 (Km 192) in N’Thol Ha commune, Duc Trong district, Lam Dong province this morning (June 29). Permanent Deputy Prime Minister Nguyen Hoa Binh attended and directed the speech at the ceremony. This is also a key and practical activity to celebrate the establishment of the new Lam Dong province according to the Central’s policy.

The Bao Loc – Lien Khuong Expressway project is a key national and provincial transport infrastructure project in Lam Dong. It is an important expressway in the expressway system connecting Da Lat and Ho Chi Minh City with a total investment of up to VND 17,718 billion and a length of more than 73.6 km, designed speed of 100 km/h. The project starts at Km126+484,93 in Loc Phat ward, Bao Loc city, coinciding with the end of Tan Phu – Bao Loc expressway, and ends at about Km200+100, intersecting with Lien Khuong – Prenn expressway in Hiep Thanh commune, Duc Trong district.

The project is implemented in the form of a public-private partnership (PPP), and the winning investor is the Consortium of T&T Infrastructure Investment and Development Joint Stock Company – FUTA Group Joint Stock Company – Phuong Thanh Traffic Infrastructure Investment and Construction Joint Stock Company.

The total winning value of the project is over VND 11,923 billion, including loan interest and excluding the cost of site clearance sub-projects using state capital. The construction time of the work and infrastructure system is expected to be 30 months. The operation and business time is 19 years and 10 months, a build-operate-transfer (BOT) contract.

The Bao Loc – Lien Khuong Expressway project, together with the Tan Phu – Bao Loc Expressway project, is expected to create a new growth momentum for Lam Dong province. When completed, the project will connect Bao Loc city and Duc Trong district with Da Lat city and other key economic areas of the province, facilitating trade, transportation of goods, and investment attraction.

This expressway will shorten travel time between famous tourist destinations such as Da Lat, Bao Loc, and other well-known tourist attractions in the province, while also connecting transportation and tourism between Bao Loc city, Da Lat city, and the provinces of the Central Highlands and South Central Coast…

According to the Permanent Deputy Prime Minister, the Bao Loc – Lien Khuong Expressway, with a length of nearly 74 km, is a strategic piece to complete the Dau Giay – Lien Khuong Expressway, forming a modern and seamless transport backbone connecting the key economic region of the South with the capital of the Central Highlands, Da Lat.

The completion of this project will fundamentally resolve the frequent congestion on National Highway 20, which has been considered a “bottleneck”. More importantly, it will not only reduce travel time but also maximize the efficiency of the sections that have been and are being invested in, such as Dau Giay – Tan Phu and Tan Phu – Bao Loc. The value of the project lies not only in the 70 km of expressway but also in unlocking the potential of the entire strategic economic corridor, hundreds of kilometers long, creating a new growth momentum for the region.

“This expressway will be a powerful lever, creating a new impetus for the key economic sectors of Lam Dong and its neighboring provinces. It is an opportunity to re-plan the production areas, form satellite towns, and modern logistics centers associated with Lien Khuong International Airport. It is also a prerequisite for Da Lat – Lam Dong tourism to take off, attracting high-quality tourists, and connecting Bao Loc, Di Linh, and Duc Trong’s high-tech agricultural products to large domestic and international markets,” said Permanent Deputy Prime Minister Nguyen Hoa Binh.

Project perspective.

Emphasizing that today’s groundbreaking is just the beginning, and that the work ahead is still challenging, requiring high determination, great effort, and resolute action, Permanent Deputy Prime Minister Nguyen Hoa Binh requested that the People’s Committee of Lam Dong province, as well as the new People’s Committee of Lam Dong province (from July 1, 2025), must strongly direct the investor, supervisors, and contractors to demonstrate the highest sense of responsibility in implementing the project, ensuring progress, quality, and safety.

The provincial leaders must consider this a crucial political task and focus all resources on completing land clearance for the entire 610 hectares of the project as soon as possible. During the process, special attention must be given to resettlement and supporting stable production for the affected people. It is necessary to consistently uphold the Party and State’s view that the people’s new residence and livelihood must be “equal or better than the old one.” This is both a responsibility and an expression of sentiment towards the people, ensuring their understanding, consensus, and support for the common development.

Recognizing and appreciating the capacity and experience of the investor consortium (including T&T Group, FUTA Group, and Phuong Thanh Company) selected for this key project, Deputy Prime Minister Nguyen Hoa Binh requested that the investor consortium uphold its responsibility and concentrate all financial and human resources, along with modern equipment and machinery, to organize the construction and complete the project within 30 months as committed.

Recognizing the role, significance, and importance of the Bao Loc – Lien Khuong Expressway project as the final segment of the Dau Giay – Lien Khuong Expressway, which is one of the ten national expressways in the Southern region approved by the Prime Minister in the Master Plan for the Road Network in the period of 2021-2030, with a vision to 2050, the representative of the investor consortium for this important project, Mr. Doan Tuan Anh, Chairman of the Members’ Council of T&T Infrastructure Investment and Development Joint Stock Company and Chairman of the Board of Directors and General Director of Bao Loc – Lien Khuong Expressway BOT Joint Stock Company, affirmed that the investor consortium commits to implementing the investment and construction of the Bao Loc – Lien Khuong Expressway with the highest sense of responsibility and determination.

Specifically, the investor consortium will concentrate all resources, machinery, and human resources to carry out construction while ensuring safety, quality, and timely completion of the project according to technical standards; smart operation; respect and preservation of the ecological environment, landscape, and livelihood of people along the route; and long-term companionship with Lam Dong province to effectively exploit the infrastructure, develop auxiliary services, and attract secondary investment.

“The investor consortium believes that the Bao Loc – Lien Khuong Expressway project, in particular, and the Dau Giay – Lien Khuong Expressway, in general, will, once completed and operational, promote the function of a very important high-speed route, connecting and facilitating trade between the economic and political centers of the provinces and cities, and forming a sustainable economic corridor linking the dynamic regions of the South with the central highlands of the country,” said Mr. Doan Tuan Anh.
