On the afternoon of October 23, the Hanoi Traffic Police Department announced that the signing ceremony of the United Nations Convention on Combating Cybercrime, along with related events, will take place at the National Convention Center on October 25 and 26. As a significant diplomatic event attracting international delegates, the city will implement traffic security and safety measures on key routes.
According to the plan, vehicle restrictions will be in effect from 6:00 AM to 10:00 PM on October 25 and from 6:00 AM to 4:00 PM on October 26.
During these hours, authorities will prohibit trucks with a total design weight of 1.5 tons or more and passenger vehicles with 16 seats or more, while also limiting the movement of other vehicles on the following routes: Kim Mã, Nguyễn Chí Thanh, Trần Duy Hưng, and Phạm Hùng (from Mễ Trì to Đại lộ Thăng Long).
Additional affected routes include Đỗ Đức Dục, Miếu Đầm, the elevated section of Vành đai 3 (from Hồ Tùng Mậu to Thanh Trì Bridge), and the service road of Đại lộ Thăng Long (from Phạm Hùng to the overpass of Provincial Road 70).

Alternative Route Guidance
To prevent congestion and ensure smooth travel for delegate convoys, the Hanoi Police Department has provided specific alternative routes:
Vehicles from Hai Phong, Hung Yen, Bac Ninh, and other northern provinces heading to the North, Northwest, and West, such as Phu Tho, Thai Nguyen, and Tuyen Quang, are advised to take the route Thanh Trì Bridge – Hanoi-Bac Giang Expressway – National Highway 18 and vice versa.
Vehicles traveling from the East to the West and Northwest can follow the route Thanh Trì Bridge – Đỗ Mười – Ngọc Hồi – Phan Trọng Tuệ – Cầu Bươu – Phúc La – Lê Trọng Tấn – National Highway 6 before continuing their journey.

Vehicles traveling from Võ Văn Kiệt Road, Thăng Long Bridge to Đại lộ Thăng Long will be directed to take Phạm Văn Đồng – Hồ Tùng Mậu – Cầu Diễn – National Highway 32 – Provincial Road 70 to access Đại lộ Thăng Long and vice versa.
The Hanoi Police Department urges all road users to stay informed, strictly adhere to traffic laws, and follow the instructions of traffic police to maintain order and safety throughout the event. When encountering priority vehicle convoys on duty, drivers should promptly move to the nearest side road or intersection as directed by the authorities.
