New Deputy Prime Ministers Ho Quoc Dung and Pham Thi Thanh Tra

Continuing the agenda of the 10th session, on the morning of October 25, the 15th National Assembly conducted personnel work within its jurisdiction.
During the session, the National Assembly voted to adopt a Resolution approving the Prime Minister’s proposal to appoint Deputy Prime Ministers for the 2021-2026 term, namely Ms. Pham Thi Thanh Tra and Mr. Ho Quoc Dung. The results were as follows: 430 delegates participated in the vote (90.72% of the total number of National Assembly deputies); 429 delegates approved (90.51% of the total), and 1 delegate did not vote (0.21% of the total).
Deputy Prime Minister Pham Thi Thanh Tra, born in 1964, hails from Van An commune, Nghe An province. She holds a Master’s degree in Educational Management and is a senior political theorist.
Ms. Pham Thi Thanh Tra is a member of the 12th and 13th Central Committees of the Communist Party of Vietnam and a delegate of the 15th National Assembly.
In Yen Bai province, now Lao Cai province, she held various positions including Vice Director of the Department of Education and Training of Tran Yen district; Vice Chairman of the People’s Committee of Tran Yen district; Vice Secretary and Secretary of the Provincial Youth Union; Head of the Provincial Party Committee’s Propaganda Department; Vice Chairman of the Provincial People’s Committee; Vice Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee; and Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Council.
From September 2020 to April 2021, she served as Deputy Head of the Central Organization Commission and Deputy Minister of Home Affairs.
Since April 2021, she has held the position of Minister of Home Affairs and Deputy Head of the Central Organization Commission.
Deputy Prime Minister Ho Quoc Dung, born in 1966, is from De Gi commune, Gia Lai province. He holds a Master’s degree in Law and is a senior political theorist. Mr. Ho Quoc Dung is a member of the 13th Central Committee of the Communist Party of Vietnam.
He has held numerous key positions in the former Binh Dinh province and the newly merged Gia Lai province, including Deputy Chief of the Provincial People’s Committee Office; Vice Chairman of Phu Cat District People’s Committee; Deputy Chief of the Provincial Party Committee Office; Chief of the Provincial Party Committee Office; Vice Chairman and Standing Vice Chairman of the Provincial People’s Committee; Vice Secretary of the Provincial Party Committee, Chairman of the Provincial People’s Committee (2014-2020); and Secretary of the Provincial Party Committee for the 2020-2025 term.
On July 1, 2025, he was appointed Secretary of the Gia Lai Provincial Party Committee (new) for the 2020-2025 term.
On October 3, at the 1st Congress of the Gia Lai Provincial Party Committee for the 2025-2030 term, the representative of the Central Organization Commission announced the Politburo’s decision on the appointment of the Provincial Party Committee, Standing Committee, Secretary, and Deputy Secretary of the Gia Lai Provincial Party Committee for the 2025-2030 term.
Accordingly, the Politburo agreed to relieve Mr. Ho Quoc Dung from his positions in the Provincial Party Committee, Standing Committee, and as Secretary of the Gia Lai Provincial Party Committee, as well as related positions, to allow the Central Committee to introduce him for election as Deputy Prime Minister for the 2021-2026 term.
Following the completion of personnel adjustments, the Government’s leadership includes Prime Minister Pham Minh Chinh and Deputy Prime Ministers: Nguyen Hoa Binh (Standing Deputy Prime Minister), Tran Hong Ha, Le Thanh Long, Ho Duc Phoc, Bui Thanh Son, Mai Van Chinh, Nguyen Chi Dung, Ho Quoc Dung, and Pham Thi Thanh Tra. Notably, Ms. Pham Thi Thanh Tra is the first female Deputy Prime Minister.
