Establishment of Bac Ninh’s Emergency and Transport Center 115 Announced
On the afternoon of October 30, Vingroup, in collaboration with the People’s Committee and Department of Health of Bac Ninh Province, launched the Bac Ninh Emergency and Transport Center 115. This event marks a significant step forward in the National Pre-Hospital Emergency Care Project for the 2026-2030 period, spearheaded by the Ministry of Health and funded by Vingroup with 1 trillion VND.

Speaking at the event, Prof. Tran Van Thuan, Deputy Minister of Health, emphasized that Bac Ninh is one of Vietnam’s major industrial hubs, with high demands for emergency medical services.
The Deputy Minister highlighted that the establishment of the 115 Emergency Center represents a “shift from a single-tier model to an interconnected, multi-stakeholder, intelligent, and humane system.” He also acknowledged this as an ideal public-private partnership model centered around the people.
Notably, this model is being implemented in a favorable legal context, as the 2023 Law on Medical Examination and Treatment officially recognizes pre-hospital emergency care as a key component, and Government Resolution 282/NQ-CP has elevated the project to a national level.
The 115 Emergency System Gets a Makeover with 15 ‘Mobile Emergency Units’

At the launch, Vingroup handed over 15 state-of-the-art ambulances, likened to “mobile emergency units” equipped to international standards EN 1789:2020.
Each vehicle is outfitted with advanced medical equipment, including specialized ventilators, defibrillators with monitors, portable FAST ultrasound, 12-lead ECG with remote connectivity, video laryngoscopes, and immobilization devices.

Bac Ninh’s new pre-hospital emergency system will operate with 16 satellite stations at healthcare centers, available 24/7 and directly connected to the Coordination Center at Bac Ninh General Hospital No. 1. The project involves over 250 healthcare professionals (doctors, nurses, technicians) trained in advanced emergency care and resuscitation transport.
Starting October 30, the Bac Ninh 115 hotline will be operational, aiming to minimize the “golden hour” and increase survival rates for patients.
Beyond equipment sponsorship, Vingroup is partnering with Bac Ninh to train community first responders, including teachers, industrial zone workers, and military personnel, to build a network of on-site emergency support.

“Moving forward, Vingroup will continue to collaborate with the Ministry of Health to expand the pre-hospital emergency model to more localities and apply intelligent coordination technologies. The group will also focus on training, real-world drills, and establishing maintenance mechanisms to ensure the system’s sustainable operation.”
On behalf of the province, Mr. Le Xuan Loi, Vice Chairman of the Bac Ninh People’s Committee, expressed gratitude for the valuable support from Vingroup and the Thien Tam Fund, emphasizing this as a demonstration of corporate social responsibility toward the community.
Prior to Bac Ninh, the model was successfully implemented in Phu Quoc on October 9, 2025, with 8 ambulances. The success in pilot areas like Phu Quoc and Bac Ninh serves as a solid foundation for Vingroup to scale this model nationwide, realizing the strategy of building a comprehensive national pre-hospital emergency network.
