Speaking at the second session of the 2025 APEC Leaders’ Meeting this morning, President Luong Cuong observed that the world is rapidly evolving due to groundbreaking advancements in science and technology, alongside profound cultural, social, and environmental shifts. These changes demand that APEC economies proactively adapt and strengthen cooperation to seize opportunities and overcome challenges, according to the Ministry of Foreign Affairs.
The President proposed five key cooperation directions for APEC to adapt to the swift development of AI and shape a more inclusive, sustainable, and humane growth model.

APEC members need to develop a shared strategic vision for fostering an innovative ecosystem, spearheading digital economy and AI governance. This includes establishing essential norms and rules to balance corporate growth with citizens’ rights, social progress, and equitable opportunities across economies.
APEC should also focus on building synchronized, sustainable infrastructure and a secure digital ecosystem to support the region’s digital economic development. The President emphasized the importance of mutual trust—trust in cooperation to build a dynamic, modern, secure, and prosperous Asia-Pacific region for all its people.
Sharing Vietnam’s perspective, the President highlighted that science, technology, innovation, and digital transformation are the cornerstones of a new development phase characterized by rapid and sustainable growth. He stated, “Innovation is a collective endeavor involving all levels, sectors, businesses, and citizens.”
APEC leaders adopted the Gyeongju Declaration, committing to foster new growth drivers, leverage the forum’s potential, and work toward an open, dynamic, resilient, and peaceful Asia-Pacific community for the prosperity of all people and future generations.
Leaders also approved the APEC Artificial Intelligence Initiative and the APEC Cooperation Framework on Demographic Change to enhance collaboration in response to emerging regional and global trends.
