On November 1st, the Social Insurance Agency (SIA) of Thanh Hoa Province reported that as of September 30th, 3,326 units and enterprises in the province had outstanding social insurance debts of over 508.5 billion VND, with arrears lasting three months or more.

Among the entities delinquent in paying social insurance, health insurance, and unemployment insurance, 3,322 units (99.89% of the total debt) are businesses, cooperatives, and individual business households.
Specifically, 1,497 enterprises have been in arrears for 3 to 6 months, totaling 35.7 billion VND; 521 units for 6 to 12 months, totaling 39.1 billion VND; 659 units for over 12 months, totaling 285.2 billion VND; and 645 units deemed difficult to collect from due to dissolution, bankruptcy, cessation of operations, or absentee owners, with suspended interest on 147.9 billion VND.
In the administrative and public service sector, four units owe 0.5 billion VND (0.11% of the total debt).
Notable among the thousands of delinquent enterprises are those with multi-year arrears amounting to tens of billions of VND. For instance, FLC SAMSON GOLF & RESORT Co., Ltd. owes over 35.8 billion VND for 346 employees (50 months in arrears); Thanh Hoa Shipbuilding One-Member LLC owes 18.7 billion VND after 102 months; and LILAMA 5 – Bim Son JSC, with 61 employees, owes 9.6 billion VND after 63 months.
Alarmingly, many enterprises with substantial arrears have minimal or no remaining workforce, prolonged delinquency periods, and have undergone multiple inspections without successful recovery. Examples include Hancorp.2 Construction JSC (156 months, 42.3 billion VND); Licogi 15 JSC (160 months, 11.7 billion VND); Hoang Long Shipbuilding JSC (146 months, 8.4 billion VND); and Traffic Construction Investment JSC 838 (186 months, 7.2 billion VND).
To address these issues, the Thanh Hoa SIA will establish working groups, inviting members of the Steering Committee for Social Insurance and Health Insurance Policy Implementation, along with representatives from the Police, Tax Department, Provincial Inspectorate, Department of Home Affairs, and Labor Federation. These groups will collaborate with relevant units to resolve outstanding debts and safeguard employee rights.
