The Department of Construction of Ho Chi Minh City has submitted a document to the Vietnam Register, requesting the development and completion of a legal framework to legalize the electric motor conversion system for gasoline-powered vehicles.

This proposal follows the Department’s receipt of a submission from Motorcycles TV Trading and Service Co., Ltd., advocating for clear mechanisms to legally implement the conversion of gasoline motorcycles to electric ones.

Gasoline to Electric Motorcycle Conversion: Cost Savings

According to Motorcycles TV Trading and Service Co., Ltd., converting gasoline motorcycles to electric not only reduces costs for citizens but also supports the realization of green transition commitments and the goal of achieving net-zero emissions.

On November 4th, in an interview with Nguoi Lao Dong Newspaper, Mr. Nguyen Thach Lan, CEO and founder of Motorcycles TV, confirmed that the conversion does not alter the original structure of the motorcycle. The conversion kit includes: an electric motor directly mounted on the wheel, a compact salt battery placed in the trunk, and an IC controller.

“With a cost starting from 8 million VND per vehicle, users can conveniently and safely charge the battery at home,” said Mr. Lan.

Mr. Lan highlighted the significant economic benefits of the conversion. A typical motorcycle consumes 1 liter of gasoline for 50 km, while a converted vehicle can travel up to 150 km on a single charge. Additionally, users can easily remove the battery for charging or replacement when needed, saving space and eliminating smoke emissions, according to Mr. Lan.

Gasoline to Electric Motorcycle Conversion: Remaining Challenges

Assoc. Prof. Dr. Do Van Dung, Vice Chairman of the Ho Chi Minh City Automobile and Engine Association, noted several positive aspects of this model. “The conversion reduces long-term operating costs, is environmentally friendly, repurposes old vehicles, and enhances efficiency at low speeds,” he stated.

However, Mr. Dung also pointed out technical limitations. Conversion costs can be high if using quality lithium batteries, electric motors, and controllers. Over time, batteries may degrade, requiring replacement at a cost of several million VND.

Furthermore, adding equipment increases the vehicle’s weight, affecting balance and handling, especially on rough terrain or when carrying heavy loads. “Improper installation can compromise safety or increase energy consumption,” Mr. Dung warned.

According to Mr. Dung, Vietnam currently lacks specific regulations for electric motor conversions on gasoline motorcycles, potentially leading to issues with registration or technical safety standards. Substandard or uncertified batteries also pose fire and explosion risks.

Beware of Electrical Shorts

Meanwhile, automotive expert Nguyen Minh Dong emphasized that while the conversion is theoretically feasible, it requires strict supervision.

“Adding electric motors, batteries, or accumulators necessitates rigorous inspection to ensure electrical safety, prevent shorts and fires, and account for weather conditions and material durability,” Mr. Dong analyzed.

The Vietnam Association of Financial Investors (VAFI) has recently proposed a measure to stabilize the gold market by imposing a 10% value-added tax (VAT) on invoices for gold bullion and jewelry sales. However, experts caution that the taxation of gold should be carefully considered to avoid the issue of “tax on top of tax.”
