
According to Dong Nai Newspaper, Mr. Ho Van Ha, Provincial Party Committee Member and Vice Chairman of the Provincial People’s Committee, stated that to facilitate the development of social housing by businesses, the province has proposed a “4 Exemptions, 2 Reductions” policy. This includes: exemption from land use or rental fees, exemption from project appraisal fees, exemption from construction permit fees, early refund or exemption of input taxes; a 30-50% reduction in infrastructure connection fees managed by industrial zone infrastructure companies, and a 50% reduction in administrative procedure processing time.
In parallel, the province has established a Steering Committee for Social Housing Development, issued regulations on standards, eligibility, and conditions for purchasing, renting, and lease-to-own social housing. Additionally, the Department of Construction has been directed to shorten administrative procedure processing times to accelerate project progress. Thanks to these measures, in September 2025 alone, the Provincial People’s Committee assigned 10 developers to implement social housing projects with approximately 11,000 units, and approved 4 commercial housing projects to directly invest in an additional 6,000 social housing units.
For the 2025-2030 period, the Government has tasked Dong Nai with completing nearly 64,500 social housing units, while the province aims to achieve 65,000 units. To date, the province has approved investment policies for 38,000 units, with an additional 27,000 units undergoing procedural completion for investor selection.
Furthermore, the province is adjusting the structure and types of housing products to align with residents’ living needs and affordability. Priority is given to low-rise apartments (5-6 floors), units ranging from 30-50 square meters, and modular designs for rapid construction. Three product lines are being developed concurrently: lease-to-own housing for workers (integrated with kindergartens, healthcare, and community facilities), housing for sale to low-income officials, civil servants, and workers, and worker dormitories.
In terms of resources, the province has designated nearly 1,200 hectares of land exclusively for social housing development. In addition to central bank credit packages, the province offers local interest rate subsidies and mobilizes social contributions from businesses and industrial zones.
