On the afternoon of November 6th, during the 51st session, the National Assembly Standing Committee provided feedback on the investment policy for the Gia Binh International Airport construction project (Gia Binh Airport).

According to the summary report presented by Minister of Construction Tran Hong Minh on behalf of the Government, this project plays a crucial role in fostering a new growth pole in eastern Hanoi. It addresses the escalating air transport demands of the Northern Key Economic Region, alleviates pressure on the overburdened Noi Bai Airport, and supports the region until Noi Bai can be expanded. This project is also among the infrastructure developments selected to support the APEC 2027 Summit.
To meet these requirements, the Government proposes special mechanisms and policies to expedite preparation and administrative procedures.
Gia Binh Airport aims to be among the world’s top 10 five-star airports
The construction of Gia Binh Airport will adhere to international standards, aiming to become a smart, green, sustainable, and world-class next-generation airport. It will meet socio-economic development needs, serve dual civilian and military purposes, ensure national security and defense, and support major diplomatic events, including the APEC 2027 Summit. The airport aspires to achieve a five-star rating, ranking among the top 10 globally according to Skytrax, and excel in passenger experience as evaluated by the Airport Council International (ACI). It aims to be the Northern Gateway, a key transit hub for passengers and cargo, and a maintenance, repair, and overhaul (MRO) center in the Asia-Pacific region.

The project will be developed to ICAO’s 4F standards, accommodating up to 30 million passengers and 1.6 million tons of cargo annually by 2030, and 50 million passengers with 2.5 million tons of cargo by 2050.
The Government’s report outlines plans for two parallel runway pairs, each pair consisting of two runways, spaced 1,800 meters apart to ensure independent operations, optimizing air traffic management and efficiency. Each runway will be 3,500 to 4,000 meters long, capable of handling all current wide-body, long-haul aircraft. Four parallel taxiways, connecting taxiways, and rapid exit taxiways will also be constructed.
By 2030, the airport will feature an apron with approximately 83 parking stands for VIP terminals, passenger terminals, cargo terminals, and maintenance hangars. By 2050, this will expand to 123 parking stands.
The passenger terminal will be designed to Skytrax’s five-star standards, optimizing functionality and space to efficiently serve large passenger volumes. The terminal will cover 350,000 square meters by 2030 and expand to 460,000 square meters by 2050. A separate 5,900 square-meter VIP terminal will also be constructed.

The cargo terminal will cover 11 hectares by 2030 and expand to 26 hectares by 2050. Gia Binh Airport will be seamlessly integrated with national, regional, and provincial transportation networks, including direct connections to Hanoi via highways, urban railways, and national railways.
The project requires approximately 1,884.93 hectares of land, affecting around 7,100 households and 118 organizations. About 25 historical sites within the project area will need relocation.
Phase 1 (2025-2030) includes constructing essential facilities for the APEC 2027 Summit from 2025 to 2027, and completing remaining Phase 1 works by 2030 to handle 30 million passengers and 1.6 million tons of cargo annually.
Phase 2 (2031-2050) will expand capacity to 50 million passengers and 2.5 million tons of cargo annually.
Concluding the session, Vice Chairman of the National Assembly Vu Hong Thanh announced that the Standing Committee will present the investment policy for Gia Binh Airport to the National Assembly for approval during the ongoing 10th session.
