On behalf of the ward administration, Mr. Nguyen Cong Chanh outlined the responsibilities of the seconded team, urging members to demonstrate competence, enhance accountability in public service delivery, and provide professional support. He emphasized seamless collaboration with ward departments to improve grassroots governance effectiveness. The chairman highlighted that deploying seconded officers reflects proactive leadership and organizational innovation to meet evolving demands.

Representing the seconded team, Mr. Phan Minh Tien pledged dedication, teamwork, and creativity in fulfilling their duties. He affirmed their commitment to strengthening coordination between the Department of Construction and local authorities in enforcing construction regulations, addressing violations, and maintaining urban order within the ward.

The event concluded with an agreed roadmap for inter-departmental collaboration and knowledge sharing, ensuring immediate operational impact at the local level.

As previously reported by Nguoi Lao Dong Newspaper, Ho Chi Minh City is deploying officers from the Department of Construction’s Specialized Inspection Division to communes, wards, and special zones to bolster urban and construction management. The City People’s Committee Office is tasked with finalizing decentralization and coordination protocols by November 2025.

The Director of the Department of Construction will collaborate with local chairpersons to assess needs, assign workspaces, and define specific tasks for seconded officers. While the Department provides oversight and technical guidance, localities declining seconded personnel assume full responsibility for construction order management.
