Hanoi Seeks Public Input on the Red River Scenic Boulevard Master Plan

The Hanoi Department of Construction has announced that the planning project for the Hong River Landscape Avenue is expected to be submitted for feedback from relevant ministries and sectors in November 2025. Following this, the department will compile and address the input received, finalizing the proposal for the Prime Minister’s review.

According to the draft plan being finalized by the Department of Construction, the Hong River scenic boulevard axis is one of the five strategic axes outlined in the Capital’s Master Plan. The project has received approval from Hanoi City, with plans for approximately 8 landscape parks and 12 thematic parks. The total proposed investment by the investor exceeds 300 trillion VND.

The project covers an area of about 11,000 hectares, spanning 40 kilometers along the Hong River, passing through 16 wards and communes within the Ring Road 4 area. It will impact 40,000 residents and requires an estimated investment of over 300 trillion VND.

The design of the Hong River scenic boulevard includes an elevated road and a monorail system proposed by the investor.

As directed by the Hanoi People’s Committee, the project will be divided into three components. Component 1 focuses on land clearance; Component 2 involves the Hong River scenic boulevard; and Component 3 includes the construction of two monorail lines running along both riverbanks, each approximately 40 kilometers long.

The project will play a crucial role in achieving four major goals for Hanoi: alleviating traffic congestion, reducing environmental pollution, urban beautification, and addressing inner-city flooding. Upon completion, it will connect all bridges crossing the Hong River. Additionally, the project will explore the construction of new bridges or tunnels as per the planning requirements.

The Hanoi People’s Committee has tasked relevant departments with preparing the investment phases, aiming to commence construction in early 2026 and complete the project before 2030.

Previously, on October 24, 2025, the Hanoi People’s Committee established a task force to oversee planning, architecture, and research for the Hong River scenic boulevard project. The task force is responsible for reviewing the current status, developing plans, proposing investment policies, resolving land acquisition and resettlement issues, and preparing reports for the City Party Committee, People’s Committee, and the Government.

In June 2025, the Deo Ca – Van Phu consortium proposed the “Construction of the Hong River Scenic Boulevard and Riverside Landscape” project, running parallel along both riverbanks. Based on field surveys and analysis of transportation, terrain, and ecology, the consortium presented a detailed and comprehensive plan. The proposal includes an elevated road serving as the “backbone” of the project, stretching approximately 40 kilometers along the river.

Additionally, the consortium proposed a monorail system running parallel to the scenic boulevard. The total estimated investment is around 300 trillion VND, utilizing a PPP model with a Build-Transfer (BT) contract.
