The Ho Chi Minh City People’s Committee has officially launched the implementation plan for the construction of Metro Line No. 2 (Bến Thành – Tham Lương), aiming to accelerate investment progress and complete the city’s urban railway network in alignment with National Assembly Resolution 188/2025/QH15.

Metro Line No. 2 is set to break ground on January 15, 2026.
According to the plan, key tasks from October to December 2025 include finalizing mid-term reports, adjusted environmental impact assessments, monitoring reports, and the final feasibility study. The project owner will execute related tasks in November and December 2025, leading up to the full-line groundbreaking on January 15, 2026. Construction is scheduled to commence the following day, January 16, 2026.
The Ho Chi Minh City People’s Committee has directed relevant departments, agencies, and districts along the metro route to swiftly allocate resources, develop detailed plans, and ensure seamless coordination during implementation. Authorities are tasked with streamlining administrative procedures, leveraging information technology and artificial intelligence to expedite document processing and maintain project timelines.
The Department of Construction will serve as the coordinating agency, monitoring progress and submitting biweekly reports to the People’s Committee. Any adjustments during implementation must be promptly proposed by involved units to avoid delays.
Notably, the city has approved the application of special mechanisms under Resolution 188/2025/QH15, exempting the project from reinvestment approval procedures. Additionally, expert appraisal costs will be integrated into the total investment, with the Urban Railway Management Board responsible for preparation and submission as per regulations.
