On the afternoon of November 13, the 27th specialized session of the 16th Hanoi People’s Council (term 2021-2026) was held to review and decide on critical matters, including personnel adjustments under the Council’s jurisdiction.
With unanimous approval from all delegates, Mr. Nguyễn Đức Trung, Deputy Secretary of the Hanoi Party Committee, was elected as Chairman of the Hanoi People’s Committee for the 2021-2026 term. He succeeds Mr. Trần Sỹ Thanh, who has been appointed by the Politburo as Head of the Central Committee of the 13th Party Congress.

Previously, on the afternoon of November 10, the Politburo decided to relieve Mr. Nguyễn Đức Trung from his roles in the Executive Committee, Standing Committee, and as Secretary of the Nghệ An Provincial Party Committee (term 2025-2030). He was then reassigned to the Hanoi Party Committee’s Executive and Standing Committees, assuming the position of Deputy Secretary for the 2025-2030 term.
Born on March 21, 1974, in Thanh Hóa, Mr. Nguyễn Đức Trung holds a Master’s degree in Political Economy, Bachelor’s degrees in Economics and English, and a Senior Political Theory certificate.
The new Chairman of the Hanoi People’s Committee has held key positions such as Director of the Department of Personnel Organization, Director of the Department of Local and Territorial Economics, and Director of the Infrastructure and Urban Development Department at the Ministry of Planning and Investment.
From January 2019 to February 2020, he served as Deputy Minister of Planning and Investment.
From March 2020 to November 2024, he was Secretary of the Party Committee and Chairman of the Nghệ An Provincial People’s Committee.
In November 2024, he was elected Secretary of the Nghệ An Provincial Party Committee and re-elected to the same position in October 2025.

Do Van Chien Elected as Deputy Chairman of the National Assembly
