Forensic analysis by the Institute of Criminal Science (Ministry of Public Security) revealed the product’s actual SPF index was 70% lower than claimed. Earlier, the Economic Police Division of Phu Tho Provincial Police concluded the product was counterfeit.

The Drug Administration has instructed Health Departments to enhance communication efforts, informing businesses, cosmetic users, and the public to cease trading or using the non-compliant product. They must return it to suppliers and promptly report findings to authorities.

Health Departments are to oversee product recall efforts, inspect compliance, and penalize violators per regulations. Testing centers must increase sampling and quality checks of cosmetics in their jurisdictions, establish hotlines, and collaborate with authorities to address reports of counterfeit, smuggled, or untraceable cosmetics.

C&B International Import-Export Trading Co., Ltd. must notify distributors and users of the recall, accept returns, and submit a recall report to the Drug Administration by November 30, 2025. Phu Tho Provincial Health Department will oversee the company’s recall process.

Additionally, the Drug Administration has suspended acceptance of C&B’s cosmetic product registration dossiers for six months.
