On the afternoon of November 12th in Hanoi, the Government’s Electronic Information Portal hosted a seminar titled “Vietnam’s Socio-Economic Landscape 2021-2025: Resilience and Breakthrough.” The event aimed to provide a comprehensive overview of the most significant socio-economic developments over the past five years, comparing them to previous periods and global trends, to offer a clearer perspective on the overall situation.

During the seminar, Dr. Bùi Sỹ Lợi, former Vice Chairman of the National Assembly’s Committee on Culture and Society, emphasized the unique nature of the 2021-2025 term. He highlighted Vietnam’s ability to not only combat the pandemic but also to recover and grow its economy. The most remarkable achievement, according to Dr. Lợi, was the nation’s successful implementation of the Party and State’s policies, which linked economic development with social progress and equity. These two factors are mutually reinforcing drivers of growth.

Dr. Lợi noted that Vietnam’s social policies have achieved significant milestones in culture, society, and particularly social welfare. Social welfare initiatives played a pivotal role in helping the country overcome the challenges posed by COVID-19, an accomplishment he deemed highly significant. Vietnam’s social policies, especially those related to social security and welfare, have been implemented in a synchronized and inclusive manner. This inclusivity is evident in the government’s efforts to support ethnic minorities and vulnerable populations, contributing to the development of a robust social security system.

He emphasized that the advancement of social sectors and social security is a highlight of Vietnam’s human development model. This is underscored by the Party’s Resolution 42, which signifies a major shift from the state’s sole responsibility for social welfare to a collective effort involving the entire society. This resolution aims to foster development centered around human well-being, placing people at the heart of progress. Dr. Lợi stressed the critical importance of integrating social policies with economic development.

To support his argument, Dr. Lợi highlighted three key indicators and five notable aspects of the Party and State’s approach to linking economic and social progress. Firstly, the poverty rate decreased from 4.4% in 2021 to 1.9% in 2024 and is projected to reach nearly 1% by 2025. He commended the Party and State for consistently leading in this area. Compared to the region and the world, Vietnam is the first country to implement a multidimensional poverty standard and is among Asia’s pioneers in this regard.

The second indicator is the universal health insurance coverage, which has reached 95%, a remarkable achievement in his view.

The third indicator is the Human Development Index (HDI), as analyzed by Dr. Nguyễn Sĩ Dũng. During this term, the HDI has increased 18-fold, according to UNDP reports. Dr. Lợi believes these three indicators demonstrate the Party and State’s political commitment to integrating economic growth with social progress and equity.

He also identified five key highlights that reflect the Party and State’s dedication to linking economic development with social advancement and equity.

The first highlight is comprehensive and sustainable poverty reduction, which strengthens public trust and drives development. Dr. Lợi argued that without addressing the welfare of citizens, trust in the government cannot be solidified. However, despite the challenges of the past term, public trust in the Party and State has been firmly established.

The second highlight is the integration of healthcare and education, reflecting a holistic approach to human development. Recent major policies in these areas, though not detailed due to time constraints, are considered a step in the right direction.

The third highlight is the improvement in education and training, which has enhanced the quality of the workforce and reduced regional disparities, a crucial factor for sustainable development.

The fourth highlight is cultural and social development. Vietnam has successfully promoted its cultural identity and leveraged cultural connections to advance economic and social progress, an aspect of culture deserving deeper recognition.

The fifth highlight is the integration of economic growth with social equity. Ensuring the well-being of all citizens guarantees fairness and equality for everyone. Dr. Lợi expressed his deep appreciation for the efforts to protect vulnerable groups in society.

Dr. Bùi Sỹ Lợi concluded that during the 2021-2025 term, the government has vigorously and effectively enhanced social welfare for all citizens, ensuring access to quality essential social services, including healthcare, education, housing, clean water, and environmental sanitation. This reflects the successful implementation of the spirit of Resolution 42 by the Party and State. The shift from providing basic minimum social services to offering higher-quality services marks a significant qualitative change.

He observed that the application of the Party and State’s vision of linking economic development with social progress has been vividly and prominently demonstrated during the 2021-2025 term.
