Ho Chi Minh City Supports Tay Ninh with VND 1.806 Trillion for Expressway Development

Land clearance and investor selection are underway, targeting a March 2026 groundbreaking for the HCMC - Moc Bai Expressway.

On November 14, during the 5th session (specialized session) of the 10th term, the Ho Chi Minh City People’s Council (HĐND TPHCM) adopted a resolution on the policy of utilizing Ho Chi Minh City’s development investment capital to support Tay Ninh Province in implementing an inter-regional project.

Accordingly, Ho Chi Minh City will provide Tay Ninh Province with 1.806 trillion VND to execute Component 4 of the project, which involves “compensation, support, and resettlement for the HCMC – Moc Bai Expressway section passing through Tay Ninh Province.” This is part of the investment project for the construction of the HCMC – Moc Bai Expressway (Phase 1) under the public-private partnership (BOT) model.

Regarding the project’s status, the Ho Chi Minh City Project Management Board for Traffic Works Investment and Construction (Traffic Board) stated that they are expediting related tasks to promptly select an investor and strive to ensure the project breaks ground in March 2026, as directed by the Ho Chi Minh City People’s Committee.

Component 1 of the project, “Investment in the construction of the HCMC – Moc Bai Expressway Phase 1 under the public-private partnership (BOT) model,” is expected to take approximately 3 months for the investor selection bidding process (from November 2025 to January 2026).

Component 2, “Investment in the construction of community access roads and overpasses across the expressway,” is anticipated to commence bidding for the selection of construction contractors and is expected to break ground in November 2025.

For Component 3, “Compensation, support, and resettlement for the expressway section passing through Ho Chi Minh City,” the People’s Committees of the affected communes (Thai My, Tan An Hoi, Cu Chi, Phu Hoa Dong) are currently undertaking land clearance tasks, such as approving compensation plans, initiating payments to affected households in November, and handing over the cleared land from the end of November.

Similarly, for Component 4, “Compensation, support, and resettlement for the HCMC – Moc Bai Expressway section passing through Tay Ninh Province,” Tay Ninh Province has completed the approval of compensation plans and is proceeding with compensation payments to affected households.

The HCMC – Moc Bai Expressway project spans 51 km, with a total investment capital of over 19.6 trillion VND, approved by the Government in August 2024. Phase 1 will be implemented under the BOT model, featuring 4 lanes and an emergency stopping lane, with a maximum speed of 120 km/h.

On August 19, the Ho Chi Minh City People’s Committee collaborated with the Tay Ninh Province People’s Committee to commence the investment project for the construction of the HCMC – Moc Bai Expressway (specifically, the package for mine clearance and relocation of technical infrastructure).
