Arrested: CEO of “Ghost Project” Cella Central for Selling Fake Land, Defrauding Nearly 6 Billion VND in Da Nang

On November 13th, the Criminal Police Department of Da Nang City executed an arrest warrant for Nguyen Ngoc Thanh (born in 1981, residing at 47 Trung Nhi, Hai Chau District) on charges of “fraud to appropriate property.”

Arrest and Prosecution of Nguyen Ngoc Thanh

Previously, on April 22nd, the Investigative Police Agency of Da Nang City received a criminal complaint from Ms. H.T.K. (born in 1989, residing on Tran Bach Dang Street, Ngu Hanh Son District). She accused Mr. Nguyen Ngoc Thanh of defrauding her of 5.89 billion VND through the sale of land in the “Cella Central project.”

Investigations revealed that in August 2022, Ms. K. visited Y An Khang Joint Stock Company (located on September 2nd Street, Hoa Cuong Ward, Da Nang City) and met with Mr. Nguyen Ngoc Thanh, who claimed to be the company’s CEO.

Thanh offered Ms. K. a 98 m² plot of land (Lot 16) for over 6.5 billion VND. Trusting the documents and his assurances, Ms. K. transferred nearly 6 billion VND into accounts provided by Thanh.

However, when the land transfer contract signing deadline approached, Thanh repeatedly delayed, citing “pending land certificates.”

By September 2023, Ms. K. discovered the land was mortgaged to a bank and had been suspended from transactions by a court order. Shockingly, the “Cella Central project” was entirely fictitious, with Thanh fabricating the plot map and illegally selling non-existent lots.

Da Nang City Police are continuing to expand their investigation into this case.
