On the afternoon of November 19th, the People’s Committee of Bac Ninh Province held a meeting to review the progress of the Que Vo Expanded Industrial Zone II project.
This project was approved by the People’s Committee of Bac Ninh Province in Decision No. 333/QD-UBND dated April 28, 2025, with Kinh Bac Urban Development Corporation as the designated investor.
Spanning 140.34 hectares across Chi Lang Commune and Bong Lai, Phuong Lieu, and Que Vo Wards, the project has a registered capital of 1.878 trillion VND. Its operational term is set at 50 years from the date of land allocation or lease by the State.
Kinh Bac aims to develop Que Vo Expanded II into a multi-sector, high-tech industrial zone, focusing on attracting investment in electronics, electronic components, precision mechanics, and other fields aligned with Bac Ninh Province’s development strategy.
According to Kinh Bac, the project builds on the success of the original Que Vo and Que Vo Expanded Industrial Zones, the first privately invested zones in Bac Ninh Province since 2003. These zones have attracted hundreds of FDI projects in electronics and precision mechanics.

As reported at the meeting, land clearance efforts had achieved significant progress by November 18th. Bong Lai Ward completed 95.6% of compensation payments, disbursing over 132 billion VND. Mo Dao, Truc O, and Vu Duong neighborhoods have essentially finished their processes. Chi Lang Commune reached 51.3% payment completion, while Phuong Lieu Ward began compensating 6 out of 18 households in Mao Lai and started payments in Mao Yen on November 19th.
A total of 219 graves require relocation across Que Vo Ward, with plans and public notices in preparation for payments starting November 30th. Overall, 62.3 out of 92.9 hectares (over 67%) have completed compensation, with total disbursements exceeding 268 billion VND.
However, urgent land requirements for strategic investors highlight lingering challenges in clearing critical areas within the project.
Vice Chairman of the Provincial People’s Committee Pham Van Thinh acknowledged positive project advancements but stressed the need to address remaining issues, particularly in land compensation, grave relocation, and legal documentation.
Thinh urged departments, localities, and investors to resolve land origin disputes and compensation pricing, ensuring timely land handover. He also called on the investor to finalize technical plans and infrastructure dossiers while collaborating closely with local authorities during construction.
Chairman of the Provincial People’s Committee Pham Hoang Son emphasized the project’s strategic importance for Bac Ninh’s high-tech industrial development. He instructed localities to maintain discipline, enhance public communication, and promptly resolve issues to meet project timelines.
Son directed the investor to fulfill commitments, complete technical and infrastructure preparations, and maintain coordination with provincial agencies. He requested regular progress updates and proactive reporting of challenges to ensure timely provincial intervention.
