North Ninh Commune Officials Misplace 46 Land Certificates Belonging to Residents

Forty-six land use right certificates belonging to residents of Bồng Lai Ward (Bắc Ninh) have gone missing during the handover, receipt, and storage process at the former Bồng Lai Commune People's Committee.

In an interview with Tiền Phong on November 21st, the leadership of Bồng Lai Ward’s People’s Committee confirmed the loss of 46 land-use right certificates (red books) belonging to residents during the handover, receipt, and storage process at the former Bồng Lai Commune’s People’s Committee. These certificates have been missing since 2000. The Bồng Lai Ward’s People’s Committee is currently collaborating with relevant authorities to address the issue.

According to the reporter’s investigation, residents from Vũ Dương neighborhood had previously submitted petitions to the Bồng Lai Ward’s People’s Committee, seeking resolution for their land-use right certificates issued in 2000, which they had not yet received.

In the official response to residents’ petitions dated July 24, 2025, the Bồng Lai Ward’s People’s Committee stated that during the verification process, the inspection team confirmed that the land-use right certificates for approximately 46 households and individuals in Vũ Dương neighborhood had been issued and recorded in the land-use certificate ledger and land registry.

Numerous residents in Bồng Lai Commune have lost their land-use right certificates due to mismanagement during the handover, receipt, and storage process at the former Bồng Lai Commune’s People’s Committee.

However, these certificates were lost during the handover, receipt, and storage process at the former Bồng Lai Commune’s People’s Committee, preventing the affected households and individuals from obtaining their land-use right certificates.

In its response to residents, the Bồng Lai Ward’s People’s Committee also noted that on September 30, 2025, the Department of Agriculture and Environment of Bắc Ninh Province issued a document stating that reissuance of land-use right certificates already granted but not delivered to land users by state agencies would not be conducted.

The Department of Agriculture and Environment of Bắc Ninh Province instructed the Bồng Lai Ward’s People’s Committee to review all signed but undelivered land-use right certificates. If any are found, they must be delivered to residents. If none remain, new certificates should be issued in accordance with regulations.

Speaking with Tiền Phong, a representative of the Bồng Lai Ward’s People’s Committee stated that they are working with the Department of Agriculture and Environment of Bắc Ninh Province to find a solution for the affected households.
