Sprint to Disburse Public Investment Capital: Ho Chi Minh City’s Key Projects in the Final Stretch

With just two months left in the 2025 capital disbursement period, several project management boards in Ho Chi Minh City have only managed to disburse over 50% of their planned budget. The remaining capital, amounting to thousands of billions of dong, necessitates a significant acceleration in efforts to achieve the 100% disbursement target.

New Disbursement Reaches Over 50%

According to the Ho Chi Minh City Project Management Board for Traffic Works Investment and Construction (HCM City Traffic Board), in 2025, the unit was allocated over VND 17,016 billion to implement a series of key transportation infrastructure projects in the city. However, as of now, only VND 8,649 billion has been disbursed, reaching 50.83% of the plan.

Thus, in the short remaining time of the 2025 disbursement period, the HCM City Traffic Board must disburse up to VND 8,367 billion, nearly half of the total capital plan.

A representative from the HCM City Traffic Board stated that the low disbursement rate in the early months was due to many projects not yet completing legal procedures, not meeting bidding conditions, or signing contracts and advancing funds to contractors.

Additionally, the insufficient supply of construction materials, particularly sand, has caused actual construction volumes to fall behind schedule. Many projects are also stuck in the land clearance phase, with some localities handing over land late, affecting the entire bidding process.

The HCM City Traffic Board is accelerating the progress of the An Phu Intersection project.

Similarly, in the first 10 months, the Ho Chi Minh City Project Management Board for Urban Infrastructure Investment and Construction (HCM City Infrastructure Board) has only disbursed VND 3,831 billion, reaching 50.05% of the allocated capital plan.

In 2025, this unit is responsible for 111 projects with a total plan of VND 7,654.7 billion, of which construction capital accounts for 87.45%, and compensation and land clearance capital is over 12%. According to the HCM City Infrastructure Board, land clearance issues are the bottleneck directly affecting disbursement efforts.

Nevertheless, both units affirm that the goal of 100% disbursement in 2025 remains unchanged.

Resolving Land Clearance Issues: Key to Unlocking Capital Flow

To accelerate progress in the decisive phase, the HCM City Infrastructure Board has requested departments and localities to prioritize handing over land for several major projects, as this is a prerequisite for the next steps.

Specifically, localities are required to hand over land on schedule for major projects, including: Rach Xuyen Tam through Binh Thanh, Binh Loi Trung, Gia Dinh, and An Nhon wards; Rach Xom Cui (Binh Hung commune); the Rach Tra embankment route from Cau Xang (Provincial Road 15) to An Ha Bridge (National Highway 22), through Cu Chi and Hoc Mon districts; Rach Ben Muong (Cu Chi, Phu Hoa Dong, Tan An Hoi, Nhuan Duc); the irrigation system on the right bank of the Saigon River from Rach Tra to Vam Thuat River – South Rach Tra (Dong Thanh commune, An Phu Dong ward); and the irrigation works on the right bank of the Saigon River from Provincial Road 8 to Rach Tra (Binh My commune).

For Component 2 (Compensation, support, resettlement, and land clearance) of the Van Thanh Canal Dredging, Environmental Improvement, and Infrastructure Construction project (Thanh My Tay ward), the HCM City Infrastructure Board has requested the Department of Agriculture and Environment, the Compensation and Land Clearance Board of Binh Thanh District, and the People’s Committee of Thanh My Tay Ward to expedite procedures to ensure the disbursement of compensation funds in 2025.

Meanwhile, a representative from the HCM City Traffic Board stated that the unit will develop a detailed schedule for each project, clearly outlining the disbursement plan for each phase. The Board will also closely coordinate with departments to expedite design and estimate approvals, facilitating bidding and early signing of construction contracts.

Furthermore, the HCM City Traffic Board will work with localities to accelerate land handover to contractors. Contractors are also required to mobilize manpower and equipment to speed up construction, ensuring project volumes and disbursements align with the assigned plan.

For the An Phu Intersection project—a critical progress point in 2025—the HCM City Traffic Board has implemented strict measures against slow-performing contractors. A specialized task force has been established to address emerging issues on-site, with construction maintained in three shifts daily to shorten the timeline.

Regarding the HCM City Ring Road 3 project, the major material supply issue has been resolved, with the city allocating sufficient sand and stone for construction needs in 2025. As a result, the investor announced that the 30.5km section in Long Truong, Long Phuoc, and Long Binh wards will soon be opened for technical traffic, in celebration of the 14th National Congress of the Party.
