On November 21, 2025, the Ho Chi Minh City Social Insurance (HCSIC) issued a document to the People’s Committees of wards, communes, and special zones (collectively referred to as wards) regarding the implementation of Resolution 56/2025/NQ-HĐND by the Ho Chi Minh City People’s Council. This resolution aims to provide full support for health insurance contributions for individuals aged 65 to under 75 who are permanent residents in the area and are not already receiving health insurance support from other policies.
To ensure timely implementation and safeguard residents’ rights, HCSIC requests that ward People’s Committees compile a list of individuals aged 65 to under 75 who are permanent residents in their respective areas. This list should be submitted to the local social insurance office by November 25, 2025.

Residents aged 65 to under 75 who are permanent residents in Ho Chi Minh City will receive full support for their health insurance contributions.
Based on the list provided by the ward People’s Committees, the local social insurance office will review and create three separate lists, which will then be returned to the ward People’s Committees. These lists include: individuals not currently enrolled in health insurance or whose insurance cards have expired (List 1); individuals already enrolled in household health insurance with valid cards (List 2); and individuals receiving health insurance support from other policies (not eligible for health insurance cards under Resolution 56, List 3).
For List 1, the ward People’s Committees, in collaboration with the ward police, will review and compile a list (using form D03-TS) of individuals aged 65 to under 75 who are permanent residents in their area and are not receiving health insurance support from other policies. This list must be submitted to the social insurance office by November 30, 2025, to ensure timely issuance of health insurance cards.
For individuals without a health insurance card or whose previous card has been expired for more than 3 months, the new card will be valid from December 14, 2025 (as it will be issued as a household health insurance card), and the budget will be collected from December 2025. If the previous card expired less than 3 months ago, the new card will be valid from November 14, 2025, and the budget will be collected from November 2025.
If an individual on List 1 does not have a social insurance number, they should provide their citizen identification card or personal identification number to the social insurance office for the issuance of a social insurance number.
For List 2, the ward People’s Committees, in collaboration with the ward police, will review and compile a list (using form D03-TS) of individuals aged 65 with expired health insurance cards. This list will be submitted to the social insurance office for the issuance of new health insurance cards.
The new health insurance cards for these individuals will be valid immediately after the expiration date of their household health insurance cards, and the budget will be collected from the first day of the month in which the new card is valid.
For example, if Mr. A, aged 65, has a household health insurance card valid from November 21, 2024, to November 20, 2025, his new health insurance card under Resolution 56 will be valid from November 21, 2025.
To ensure continuous coverage, HCSIC advises ward People’s Committees to submit their lists to the social insurance office at least 10 days in advance.
For individuals who turn 65 after the effective date of Resolution 56/2025/NQ HĐND, ward People’s Committees, in collaboration with the ward police or the residents themselves, should promptly review and compile a list (using form D03-TS) of eligible individuals for the following month. This list should be submitted to the social insurance office by the 10th of each month for the issuance of health insurance cards. The new cards will be valid from the day after the individual turns 65 or from the day after the expiration of their previous health insurance card, whichever is later.
Additionally, HCSIC requests that ward People’s Committees widely disseminate information about Resolution 56/2025/NQ HĐND through various media channels, neighborhood groups, and other means to inform residents about the health insurance policy for individuals aged 65 to under 75 who are permanent residents in Ho Chi Minh City and are not receiving health insurance support from other policies.
If an eligible individual (without a health insurance card or with an expired household health insurance card) has not received health insurance support, they should contact their ward People’s Committee immediately to provide the necessary information and complete the health insurance card issuance process.
On the 10th of each month, based on the national population database managed by the ward People’s Committees, any changes in residents aged 65 or older (such as new arrivals, departures, or deaths) should be promptly reported to the social insurance office for adjustments to the health insurance cards.
On the same day, the local social insurance office will review and send a list of individuals receiving health insurance cards under Resolution 56/2025/NQ HĐND who will turn 75 within 3 months to the ward People’s Committees. This is to request that these individuals complete the necessary procedures for social pension benefits and to prepare for the issuance of health insurance cards for individuals aged 75 and older, as stipulated in Law 51/2024/QH15.
