Proposed Master Plan for the Viet Tri – Hoa Binh Expressway

The People’s Committee of Phú Thọ Province has submitted a proposal to the Ministry of Construction, requesting the inclusion of the Việt Trì - Hòa Bình Expressway in the National Road Network Plan for the 2021-2030 period, with a vision toward 2050.

As proposed, the Viet Tri – Hoa Binh Expressway will span approximately 42 kilometers, featuring a 4-lane design and a speed limit of 100 km/h. The route originates at the intersection with the CT.02 Expressway (Ho Chi Minh Highway through Viet Tri) and terminates at the junction with the Hoa Binh – Moc Chau Expressway. Phu Tho Province has recommended its implementation during the 2026-2030 period, following its integration into the national planning system.

According to Phu Tho Province leaders, this proposal stems from the urgent need for synchronized transportation infrastructure development, aligning with the National Master Plan and the Northern Midlands and Mountainous Region Plan. Upon completion, the expressway will significantly reduce travel time between Viet Tri and Hoa Binh, while establishing a new economic corridor linking the Northwest region to Hanoi and the Red River Delta provinces.

Currently, connections between the two localities rely on routes ranging from 80 to 120 kilometers, such as Noi Bai – Lao Cai – Ring Road 5 – Hoa Lac – Hoa Binh, or Van Lang Bridge – National Highway 32 – Provincial Road 317G – National Highway 70B. These routes face numerous bottlenecks due to narrow roads and densely populated areas, failing to meet the growing transportation demands, especially after the merger of Phu Tho, Hoa Binh, and Vinh Phuc into the new Phu Tho Province.

The Phu Tho Provincial People’s Committee emphasizes the “critical necessity” of adding the Viet Tri – Hoa Binh Expressway, which will enhance connectivity between the Noi Bai – Lao Cai Expressway and the Hoa Binh – Son La Expressway. The route will also seamlessly connect with Hanoi via the Thach Dong Bridge on the Ho Chi Minh Highway, fostering regional integration, socioeconomic development, and investment attraction in the province’s emerging areas.
