These engagements aimed to foster economic, trade, and agricultural cooperation, while also mobilizing resources for development in the new phase.

On November 22nd in Johannesburg, South Africa, during the G20 Summit, Prime Minister Pham Minh Chinh held a series of meetings with leaders of various countries and international organizations. Leaders expressed their deepest condolences to Vietnam for the losses caused by recent storms and floods, while affirming their desire to strengthen cooperation with Vietnam across multiple sectors.

Deepening the Vietnam-Brazil Strategic Partnership

During his meeting with Brazilian President Lula da Silva, both leaders expressed delight at the robust development of bilateral relations since their elevation to a Strategic Partnership. President Lula emphasized the importance Brazil places on its relationship with Vietnam and its eagerness to enhance economic and trade cooperation.

Prime Minister Pham Minh Chinh welcomed Brazil’s recognition of Vietnam’s market economy status. Both leaders agreed to expand market access, facilitate trade, and accelerate negotiations for a Preferential Trade Agreement (PTA) between Vietnam and MERCOSUR. They also pledged to strengthen agricultural cooperation, particularly in coffee production and export.

Expanding Vietnam-Turkey Economic Cooperation

In his meeting with Turkish President Recep Tayyip Erdoğan, Prime Minister Pham Minh Chinh affirmed Vietnam’s commitment to strengthening its friendly relations with Turkey. President Erdoğan highlighted Vietnam as a key partner in Asia and expressed support for the goal of increasing bilateral trade to $4 billion.

Both sides agreed to explore new cooperation frameworks, including the possibility of negotiating a bilateral free trade agreement.

Deepening the Vietnam-Malaysia Comprehensive Strategic Partnership

Meeting with Malaysian Prime Minister Anwar Ibrahim, Prime Minister Pham Minh Chinh congratulated Malaysia on the successful hosting of the 47th ASEAN Summit. Both leaders commended the progress in implementing cooperation agreements, contributing to a more substantive development of the Comprehensive Strategic Partnership.

Prime Minister Ibrahim supported the early signing of a cooperation agreement on the Halal industry and the implementation of a Memorandum of Understanding on defense cooperation. Prime Minister Pham Minh Chinh requested Malaysia’s close coordination on issues related to fishing vessels and fishermen, ensuring humanitarian treatment and alignment with the spirit of the Strategic Partnership.

New Momentum in Vietnam-Algeria Cooperation

During his meeting with Algerian Prime Minister Sifi Ghrieb, both leaders praised the outcomes of the Vietnamese Prime Minister’s visit to Algiers, marking a new phase in bilateral relations. Ministries, agencies, and businesses from both sides have swiftly connected following the talks, promoting cooperation in agriculture and energy.

Both Prime Ministers agreed to promptly initiate studies on specific projects in these two areas.

Vietnam-Indonesia: Economy Remains a Highlight

Meeting with Indonesian Vice President Gibran Rakabuming Rakan, both sides acknowledged the strong development of bilateral relations since their elevation to a Comprehensive Strategic Partnership in March 2025. Vice President Rakan agreed to accelerate the development of the 2025-2030 Action Program and open the market for agricultural products.

Prime Minister Pham Minh Chinh proposed expanding cooperation in the digital economy, green transition, and energy, aiming to reach a trade turnover of $18 billion. Both sides emphasized ASEAN’s central role and agreed to coordinate positions on regional issues, including the South China Sea.

Cooperation with International Organizations: Mobilizing Development Resources

During his meeting with World Bank President Ajay Banga, Prime Minister Pham Minh Chinh expressed gratitude for the WB’s support and reaffirmed Vietnam’s commitment to achieving its strategic development goals. President Banga praised Vietnam’s economic achievements and pledged continued support and policy advice.

The Prime Minister requested the WB to provide additional resources and promote large-scale projects in Vietnam, particularly in strategic infrastructure and climate change response. President Banga agreed to coordinate detailed discussions in the near future.

In his meeting with WTO Director-General Ngozi Okonjo-Iweala, Prime Minister Pham Minh Chinh reiterated Vietnam’s consistent support for an open, transparent, and rule-based multilateral trading system.

Director-General Ngozi commended Vietnam’s efforts in the face of rising protectionism and welcomed Vietnam’s support for the WTO reform process and the maintenance of free trade.
