Prime Minister Pham Minh Chinh emphasized that Vietnam consistently prioritizes its Strategic Partnership with Germany and deeply respects Germany’s pivotal position within the European Union.
Vietnam welcomes and supports Germany’s active presence in the Asia-Pacific region, contributing to the maintenance of peace, stability, and shared sustainable development goals in the area.
On this occasion, Prime Minister Pham Minh Chinh conveyed warm regards from General Secretary To Lam and other Vietnamese leaders to the German Chancellor and leaders.
Both leaders underscored the importance of solidarity, friendship, and cooperation in the current global and regional context, emphasizing the need to further promote free trade, facilitate the flow of goods and services, remove barriers, and create favorable conditions for business operations, ultimately benefiting the people.
The Prime Minister expressed gratitude to the German Parliament for approving the Vietnam-EU Investment Protection Agreement (EVIPA) on November 13, 2025, shortly after the phone call between the two Prime Ministers in September 2025. He expressed confidence that the implementation of EVIPA would significantly boost bilateral trade and investment.
The Prime Minister thanked and requested the German Government to continue providing ODA support to Vietnam in areas such as energy, environment, and vocational training. He also urged the promotion of long-term cooperation frameworks in vocational training, following Germany’s dual training model, to facilitate the recognition of Vietnamese vocational qualifications according to German standards. Additionally, he called for continued support for the Vietnamese community in Germany, enabling their successful integration and contribution to local socio-economic development, while serving as a vital bridge fostering friendship between the two nations.

German Chancellor Friedrich Merz commended Vietnam’s increasing role and stature in the region and on the global stage, as well as its recent achievements across various fields. He affirmed that Vietnam is a key partner in Germany’s Asia-Pacific policy.
Chancellor Merz emphasized his desire to enhance cooperation with Vietnam in areas where both countries have mutual needs and complementary strengths, including minerals, high-speed rail, vocational training, defense industry development, and cybersecurity. He also proposed strengthening bilateral cooperation in vocational training.
Prime Minister Pham Minh Chinh highlighted the importance of bilateral cooperation in ensuring security and combating crimes, particularly those related to national security, to maintain social stability.
The meeting between the two Prime Ministers marks a significant milestone, reaffirming Vietnam and Germany’s commitment to elevating their relationship to new heights, especially as the two countries celebrate 50 years of diplomatic ties.

Former Kuwaiti Prime Minister: Vietnam is the “Land of Great Things”
During his official state visit to Kuwait, Prime Minister Pham Minh Chinh visited the private residence of former Kuwaiti Prime Minister Sheikh Nasser Al-Mohammed Al-Jaber Al-Sabah in Kuwait City on the afternoon of November 17th. Sheikh Nasser has been a pivotal figure in fostering and strengthening the robust relationship between Vietnam and Kuwait over several decades.
