Groundbreaking and Inauguration of 198 Projects Scheduled for December 19th.

Following the Prime Minister’s directive on preparing for the inauguration and groundbreaking ceremonies of large-scale, meaningful projects to commemorate the 14th National Congress of the Party, the Ministry of Construction has requested relevant ministries, sectors, provincial People’s Committees, and corporations under the Ministry of Finance to register and prepare for implementation, submitting their plans to the Ministry of Construction by November 10th.

According to the Ministry of Construction’s report as of November 19th, some ministries, sectors, and localities have not yet submitted their reports; several have not registered any projects; and some projects planned for inauguration or groundbreaking in 2025 have not been reviewed or registered by local authorities.

Among the submissions, ministries, sectors, localities, and corporations have proposed the inauguration and groundbreaking of 198 projects (125 groundbreaking and 73 inauguration projects). The total investment for these 198 projects is 983.34 trillion VND. Of this, 487.154 trillion VND (49.5%) comes from central and local budgets, while 496.186 trillion VND (50.5%) comes from other sources, with no FDI involvement.

Of the 198 projects, 32 are from 14 out of 18 ministries and ministerial-level agencies; 42 from 22 corporations and conglomerates; and 124 from 25 out of 34 localities. Notably, 5 are national key projects, 39 are Group A projects, 134 are Group B projects, and 20 are Group C projects.

Report to the Prime Minister by December 5th

To ensure the scale and conditions for organizing inaugurations, groundbreakings, and technical openings, the Ministry of Construction proposes that the Prime Minister issue a directive urging ministries, sectors, and localities to urgently review, decide, and take responsibility for organizing these events in compliance with regulations. Registration documents should be submitted to the Ministry of Construction by November 25th.

Based on the reports and data received, the Ministry of Construction will coordinate with the Government Office and relevant ministries, sectors, and localities to review the project list, ensuring compliance with inauguration and groundbreaking regulations. The Ministry will also collaborate with Vietnam Television to develop the program, script, and connection plan for the event (including selecting the central and main venues) and report to the Prime Minister by December 5th.

Among the 198 projects, 67 are in transportation, 28 in civil works, 42 in industrial projects, 23 in technical infrastructure, 19 in social housing, 4 in culture, 5 in education, 2 in agriculture, and 8 in healthcare.

Earlier, during the 21st meeting of the State Steering Committee for Key National Projects and Transport Sector Projects on November 8th, the Prime Minister stated that in 2025, Vietnam could surpass the targets set by the 13th National Congress (3,000 km of highways and 1,700 km of coastal roads). The inauguration of the highway from Cao Bang through Lang Son to Hanoi, Central Vietnam, Ho Chi Minh City, and Ca Mau is scheduled for December 19th.
