According to the plan, on the morning of November 24th, the consortium of Him Lam Thu Do Joint Stock Company and BIC Vietnam Joint Stock Company—the developers of the Thuong Thanh social housing project (Bo De Ward, Hanoi)—will conduct a two-phase lottery for apartment purchases. Phase 1, from 8:15 AM to 8:45 AM, is reserved for priority groups. Phase 2, from 9:00 AM to 11:00 AM, will cater to the remaining participants.

Customers will participate in the online lottery via a link sent by the developer to their email before the draw on November 24th. Each customer is eligible for one draw only.
There are two types of tickets: a winning ticket (granting the right to purchase/rent-to-own) and a blank ticket (no purchase/rent-to-own rights).
Upon winning, customers must deposit 50 million VND to the developer. Subsequently, they will sign the purchase or rent-to-own agreement.
In a conversation with Tien Phong’s reporter, the consortium representative stated that the online lottery process for determining eligible buyers or renters of social housing will be monitored by the police and relevant agencies to ensure transparency.
Previously, the developer had sent detailed information, plans, and instructions to eligible customers for the online lottery scheduled for the morning of November 24th. This list was reviewed by the Hanoi Department of Construction.

The Rice City Long Châu social housing project comprises three 22-story buildings labeled CT1, CT2, and CT3 (excluding basement and stairwell floors), totaling 1,951 units. Of these, 1,765 units are for sale, and 186 are for rent-to-own. Unit sizes range from 32.31m² to 69.9m².
The average selling price is 29.4 million VND/m² (inclusive of VAT, excluding maintenance fees). The average rent-to-own price is 346,701 VND/month/m² (inclusive of VAT). This project boasts the highest launch price in Hanoi.
