Investing 580 Trillion VND to Modernize and Enhance Education Quality Nationwide

Minister of Education and Training Nguyen Kim Son presents the Investment Policy for the National Target Program on Modernizing and Enhancing the Quality of Education and Training for the 2026-2035 period.


On November 25th, Minister of Education and Training Nguyen Kim Son, authorized by the Prime Minister, presented the Investment Policy for the National Target Program on Modernizing and Enhancing the Quality of Education and Training for the 2026-2035 period.

Addressing the National Assembly, Minister Nguyen Kim Son stated that the National Target Program on Modernizing and Enhancing the Quality of Education and Training for the 2026-2035 period will be implemented nationwide under the leadership of the Ministry of Education and Training.

The total resources mobilized for the Program’s implementation during the 2026-2035 period are approximately 580.133 trillion VND, with the central budget contributing around 349.113 trillion VND (60.2%).

It is projected that the total resources mobilized for the Program’s implementation during the 2026-2030 period will be at least 174.673 trillion VND. For the 2031-2035 period, the total resources mobilized are expected to be around 405.460 trillion VND.

The Program sets forth four key objectives by 2030. These include the gradual standardization of the preschool and general education systems. Resources will be focused on constructing and reinforcing 100% of schools and classrooms, ensuring adequate physical infrastructure and equipment, with a particular emphasis on investing in subject-specific classrooms, practical labs, and STEM/STEAM experiential learning spaces.

The Program also aims to prioritize investment in 18 vocational colleges, gradually establishing 6 national centers and 12 regional centers for training highly skilled workers in technical and technological fields, as well as industries supporting strategic national programs and projects. Additionally, investment will be directed toward approximately 30 vocational colleges specializing in key industries driving regional and local socio-economic development.

Efforts will be made to modernize approximately 8 key public universities, aiming to place them among the top 200 universities in Asia and at least one public university among the top 100 globally in specific key fields.

Thorough Research and Calculation to Ensure Feasibility

Reviewing the Government’s dossier, Nguyen Dac Vinh, Chairman of the Committee for Culture and Society, stated that the Committee generally agrees with the Government’s proposals regarding the Program’s name, beneficiaries, total central budget investment, objectives, and component projects.

Regarding the Program’s objectives for 2030 and 2035, the Committee endorses the overarching goals of comprehensively modernizing the national education system, significantly improving education quality, and ensuring equitable access to education.

However, for specific objectives, thorough research and calculation are needed to ensure the feasibility of targets such as 30% (by 2030) and 100% (by 2035) of preschool and general education institutions implementing English as a second language in schools, including infrastructure and a sufficient supply of teachers qualified to teach subjects in English.

The Committee for Culture and Society also suggests that objectives for physical infrastructure in preschool and general education should be defined based on criteria for sufficient and standardized classrooms, as per the Ministry’s regulations, and the provision of essential teaching equipment. For objectives related to learners and teachers, specific targets should be set for the number of individuals to be trained at reputable foreign universities using state budget funds.

Regarding the projected resources for the Program’s implementation, the review report recommends that central budget funds be prioritized for key and focal areas, allocated in line with objectives and disbursement capabilities to ensure feasibility and effectiveness.

For local budgets, the basis for determining the ratio and structure of matching funds from local budgets should be clarified, and localities with higher budget revenues should be encouraged to proactively invest in education.

The Committee for Culture and Society also emphasizes the need to clarify the basis and feasibility of determining the total mobilized legal capital for the Program’s implementation and to enhance the mobilization of other capital sources to reduce pressure on the state budget.
