80.76% Land Clearance Achieved for Mega Project

Vice Chairman of Quang Ninh Provincial People’s Committee, Le Van Anh, recently held a working session with Ha An Ward to inspect and accelerate land clearance for the Ha Long Xanh Complex Urban Area Project—one of Vingroup’s largest-ever investments.

According to Ha An Ward’s report, the project spans 3,186 hectares, affecting 1,818 households and 10 organizations.

To date, significant progress has been made in documentation:

86 files reviewed;

9 files approved;

101 files publicly posted;

12 land allocation plans approved;

50 cases finalized as requested by the investor.

Notably, Ha An Ward successfully negotiated with 11 households and 3 organizations, securing an additional 343 hectares. Of the 22 pending cases transferred from Quang Yen Town, 12 households agreed to hand over 60.77 hectares.

In total, 80.76% of the required land has been cleared and handed over to the investor—a remarkable achievement for a project of this scale and complexity.

Recognizing local efforts, Quang Ninh’s leadership praised Ha An Ward’s commitment. However, the province urged continued collaboration to:

Complete all land clearance by January 2026;

Ensure land handover to the investor by November 2025.
