Deputy Prime Minister Urges Accelerated Work on Ring Road 3, Aiming for December 19 Completion Amid Favorable Weather Conditions

On November 25th, Deputy Prime Minister Mai Văn Chính, alongside a government delegation, inspected the construction site of the Ring Road 3 project in Ho Chi Minh City, specifically the section passing through Dong Nai province. This critical transportation route is designed to connect the Southeast region, alleviate congestion on existing arteries, and foster urban development between Dong Nai and Ho Chi Minh City.

Deputy Prime Minister Mai Văn Chính urged leveraging favorable weather conditions, increasing work shifts, and deploying equipment for round-the-clock operations to meet the December 19th deadline while maintaining quality standards.

Reporting to the Deputy Prime Minister, Mr. Nguyễn Linh, Deputy Director of the Dong Nai Provincial Project Management Board, stated that the 11.26 km section within the province has a total investment of over 2,584 billion VND. The project is expected to be substantially completed in 2025 and fully operational by 2026. Currently, the project has achieved 60.2% of its contractual value, with several components ahead of schedule.

The project comprises three construction packages. Package 26, spanning 2.2 km, is 47% complete. The bridge at the Ben Luc – Long Thanh Expressway intersection has 12 out of 14 spans installed, with 12 out of 14 bridge decks finished. The final two abutments are complete. The Huong Lo 19 intersection has completed the K95 road foundation and installed 19 out of 30 girders, while the main route has finished road foundation and aggregate base layers.

Package 29, covering 2.8 km, is 66% complete. The DT25C intersection bridge is nearly finished, with ongoing work on railings, retaining walls, and asphalt paving at the bridgeheads. The DT25B intersection is largely complete, with bridgehead roads and retaining walls under construction.

Package 32, at 64% completion, includes the Ly Tu Trong Bridge, Rach Chay Bridge, and parallel roads, which are nearly finished. However, addressing weak soil foundations along the parallel routes remains a challenging task, impacting progress.

Representatives from the Project Management Board highlighted adverse weather as a significant challenge. In the recent three-month peak period, August saw 15 rainy days, September had 18, October recorded 15, and November has already experienced over 10 rainy days. Additionally, Dong Nai is simultaneously executing major projects like the Bien Hoa – Vung Tau Expressway, Cat Lai Bridge, and provincial road upgrades, leading to material shortages.

The Project Management Board proposed coordinating with the My Thuan Project Management Board to temporarily maintain the DT.769 – Ly Tu Trong Bridge intersection and the 25B overpass to ensure traffic safety.

Following the inspection, Deputy Prime Minister Mai Văn Chính commended the dedication of engineers and workers on-site. He emphasized the Ring Road 3’s role in connecting Ho Chi Minh City with Dong Nai, former Binh Duong, former Long An, and other regional localities, driving urban development, optimizing land use, and contributing to the socio-economic goals outlined in the 13th Party Congress Resolution.

The Deputy Prime Minister instructed all units to capitalize on favorable weather, increase work shifts, and deploy equipment for 24/7 operations to meet the December 19th technical opening deadline as directed by the Prime Minister. He stressed that construction quality is paramount, as it builds the reputation and brand of both the investor and contractor.

“Quality must be ensured from the outset, as superior construction now will reduce future maintenance costs,” the Deputy Prime Minister stated.
