Hai Phong City has announced, based on proposals and recommendations from the Hai Phong Department of Natural Resources and Environment, that Zone B of the Do Son International Hotel project, covering an area of 25,297 m² managed by Nam Cuong Hanoi Joint Stock Company, is subject to land reclamation due to violations of land laws.
Hai Phong City has requested Nam Cuong Hanoi Joint Stock Company to urgently relocate all assets on the land within 45 days. If the company fails to comply, the People’s Committee of Do Son Ward will enforce the land reclamation.
According to an investigation by Tien Phong Newspaper, in 2002, the Hai Phong People’s Committee leased a prime piece of land in Van Son Ward (now Do Son Ward) to Nam Cuong Trading and Tourism Limited Liability Company (now Nam Cuong Hanoi Joint Stock Company) to develop a tourism and entertainment center.
The complex (hotel, swimming pool, conference center, internal roads, dormitory…) of the Do Son International Hotel project on the prime beachfront land in Do Son leased by Hai Phong People’s Committee to Nam Cuong Joint Stock Company.
In 2018, Nam Cuong Hanoi Joint Stock Company was granted an extension of the land lease term by Hai Phong City to implement the Do Son International Hotel investment project.
Hai Phong City also extended the land use timeline for Nam Cuong Hanoi Joint Stock Company to execute the investment project for the tourism and entertainment center (Zone B – Do Son International Hotel).
Within this prime beachfront land in Do Son, Nam Cuong Hanoi Joint Stock Company constructed an unlicensed hotel, which was later transferred to NC Home Real Estate Trading Joint Stock Company (NC Home Company) to complete the hotel and build several large-scale unlicensed structures. As a result, the hotel and tourism service complex remains non-operational to this day.
Specifically, in early 2024, the Hai Phong Department of Construction Inspectorate, in collaboration with Do Son District, conducted an inspection and discovered numerous severe violations at the Do Son International Hotel project, developed by NC Home Company.
At the time of inspection, authorities determined that NC Home Company was constructing six unlicensed structures. Among these, the 18-story hotel was being completed by NC Home Company, taking over from the previous developer, Nam Cuong Hanoi Joint Stock Company.
The 18-story hotel, swimming pool, conference center, internal roads… in the Do Son International Hotel project were all constructed without permits.
NC Home Company also constructed several other large-scale structures, including an event organization area consisting of two floating houses and one basement level with a reinforced concrete frame structure, covering a construction area of 2,113 m², and a technical infrastructure building spanning 621.8 m².
Additionally, NC Home Company built a three-story dormitory (381 m²), a swimming pool and auxiliary facilities (490 m²), and technical infrastructure works, internal roads, boundary walls, drainage systems, and more.
Immediately afterward, the Department of Construction Inspectorate issued administrative violation records for construction order and collaborated with relevant agencies to address the issue.
Crafting Hyper-Localized Land Valuation Tables: A Thua-Level Approach
The draft resolution by the National Assembly outlines that land price tables will be structured based on land type, area, and location. For regions with digital cadastral maps and land price databases, pricing will be detailed down to individual land plots. Provincial People’s Councils will determine, publish, and implement these land price tables starting January 1, 2026, with provisions for amendments and updates as necessary.
