Prime Minister Attends Key Events at the Autumn Economic Forum

On the morning of November 26th, the 2025 Autumn Economic Forum officially commenced in Ho Chi Minh City. The event was graced by the presence of Prime Minister Pham Minh Chinh, Deputy Prime Minister Bui Thanh Son, leaders from various ministries, local authorities, representatives from approximately 30 diplomatic missions in Vietnam, national leaders, experts, scientists, and over 500 domestic enterprises specializing in science, high technology, and innovation.

The international delegation at the forum included 70 groups from global innovation hubs and major corporations, 6 groups from international ministries (Australia, China, Kuwait, Malaysia, etc.), 8 groups from international localities, 7 groups from major international organizations such as the United Nations (UN), International Monetary Fund (IMF), and Asian Development Bank (ADB), and 10 global centers for the Fourth Industrial Revolution (C4IR).

Notably, on November 26th, Mr. Stephan Mergenthaler, Managing Director of the World Economic Forum (WEF), along with leaders from various WEF departments and centers, will directly participate and co-organize key events. These include the Plenary Session, Parallel Discussions on Smart Manufacturing, a Luncheon with Government Leaders, and a High-Level Policy Dialogue with the Prime Minister of Vietnam.

WEF’s deep involvement in this forum underscores its commitment to fostering strategic cooperation with Vietnam in general and Ho Chi Minh City in particular.

The morning plenary session began with remarks from the Prime Minister of Vietnam, city leaders, and international ministry representatives. The session aimed to clarify the “dual transformation” strategy, focusing on a human-centric approach amid rapid technological advancements. It also analyzed emerging industrial trends, the role of AI, automation, and green technology in enhancing productivity and restructuring value chains.

The plenary session also addressed the global outlook for smart economies, highlighting opportunities and risks for Vietnam. It proposed strategies for building a smart, transparent, and sustainable megacity model for the country.

The forum continued with three parallel thematic discussions. Session 1 (co-organized with WEF) focused on “Smart Manufacturing and Global Supply Chains.” Session 2 explored “Smart Logistics and Ports in the Context of Dual Transformation.” Session 3 centered on “Smart Governance in the Digital Age.”

After the morning sessions, high-level delegates attended a luncheon with government leaders to discuss “Cooperation for Green Goals in the Digital Age Toward a Smart Economy.”

The afternoon highlight was the High-Level Policy Dialogue between the Prime Minister of Vietnam and WEF leaders. The dialogue began with discussions involving central ministry leaders, followed by a session themed “Science and Technology Shaping Vietnam in the Era of Ascent.”

Overall, the sessions not only clarified the theme of “Green Transformation in the Digital Age” but also established a comprehensive strategic framework. This framework spans from mindset and policy to implementation models, enabling Ho Chi Minh City and Vietnam to confidently enter the 2026–2030 development phase with a new foundation: a greener, more digital, and smarter economy.

A significant milestone was the Joint Declaration between Ho Chi Minh City and WEF, affirming the city’s and Vietnam’s role as “co-creators” in WEF-led global initiatives. This reflects Vietnam’s and Ho Chi Minh City’s new position in the international cooperation network. Additionally, this declaration positions Ho Chi Minh City as an active participant in the global manufacturing innovation network, contributing to advanced industrial models for sustainable national development.

Furthermore, nearly 15 cooperation agreements were signed during the forum between domestic and international entities in green and digital sectors such as energy, logistics, AI, and finance. Numerous sideline meetings and bilateral discussions underscored the forum’s role in transforming ideas into practical solutions. It strengthened connections between businesses and governments, as well as domestic and international resources, fostering collaboration for synchronized green and digital economic development.
