On November 26, the Danang People’s Committee Office announced that Vice Chairman Le Quang Nam signed Official Dispatch No. 4174/UBND-ĐTĐT to rectify the submission of social housing (NOXH) purchase and sale applications.
Accordingly, the Danang People’s Committee assigned the Department of Construction to lead and coordinate with relevant units to expedite NOXH projects. Simultaneously, full project details must be disclosed at least 30 days before application submission, including: scale, number of units, sale and rental prices, application distribution time and location, and application submission start and end dates.

This information must be published on the Department of Construction’s website, the commune-level People’s Committee website where the project is located, and at least once in a local newspaper.
The Department of Construction is responsible for guiding residents to prepare applications correctly to avoid multiple revisions. They must also instruct relevant agencies to verify eligible applicants’ income and housing status using the Ministry of Construction’s new forms. Additionally, the department must publish the list of eligible buyers and renters after contract signing and update the data to prevent duplicate entries.
The People’s Committee directs authorities to strictly penalize illegal brokering, “cò mồi” (middlemen), deposit collection, “application success guarantee” fees, and unauthorized “diplomatic slot” sales. Violators must be publicly identified to warn residents against fraud.
NOXH project developers are required to strictly adhere to sales procedures, publish project information on their websites, and submit it to competent authorities for publication as mandated.

During in-person application submission, developers must set up multiple reception points, organize applicants by time or residential area, provide clear signage, and deploy staff to prevent overcrowding. If application volume exceeds capacity, developers must extend submission deadlines and publicly announce this to ensure all residents are accommodated.
The People’s Committee also encourages digital solutions for online application submission, virtual queuing, and electronic document distribution to reduce in-person congestion.
The dispatch emphasizes that residents must proactively research legal regulations and project details through official channels when applying for NOXH purchases or rentals. They should interact directly with developers’ staff, avoid middlemen or “diplomatic slots,” declare information truthfully, and submit applications for only one project, refraining from using proxies.
