On the morning of November 26, 2025, the Autumn Economic Forum 2025 officially commenced. The event was directly overseen by the Prime Minister, hosted by the People’s Committee of Ho Chi Minh City, and co-organized by the Center for the Fourth Industrial Revolution in Ho Chi Minh City, alongside various agencies, ministries, and the World Economic Forum (WEF).

Green Transition in the Digital Era: An Inevitable Trend
At the forum, Prime Minister Pham Minh Chinh highlighted Ho Chi Minh City as a hub of Vietnam’s finest values, a dynamic and innovative growth center, and the birthplace of countless pioneering ideas fueled by ambition and self-reliance. He emphasized, “We gather for the inaugural Autumn Economic Forum 2025 under the theme ‘Green Transition in the Digital Era.’”
This forum is not only a significant international event but also marks a new, promising chapter in Vietnam’s journey of cooperation, development, and integration for regional and global peace, stability, and economic recovery.
Globally, we face political polarization, economic fragmentation, institutional division, and developmental disparities. World economic growth has slowed, failing to reach pre-COVID-19 levels. At the G20 Summit, it was noted that soaring global public debt affects 3.4 billion people, who struggle to repay it. Trade declines, supply chain disruptions, and capital blockages stifle production, reduce employment, and impact livelihoods worldwide. These challenges are universal, comprehensive, and global, presenting complexities but also opportunities. Pressure breeds effort, urging us to think deeper, act smarter, and unite stronger.
The Prime Minister stressed that green transition in the digital era is an inevitable trend, an objective requirement, and a top strategic priority for rapid, sustainable development. In today’s flat world, no nation, regardless of its strength, can single-handedly address global challenges or determine its own destiny. Insecurity anywhere threatens safety everywhere. Thus, multilateralism and international solidarity are essential to share resources, build trust, and create a prosperous future.
Three Pillars of Green and Digital Transformation
The Prime Minister outlined Vietnam’s three consistent principles in green and digital transformation:
First, all development centers on people, citizens, and businesses as subjects, goals, and drivers. We do not sacrifice social progress, equity, or environmental and social welfare for mere growth.
Second, Vietnam is a reliable partner and responsible global citizen, committed to independent, multilateral, and diversified foreign policies. We pledge to achieve net-zero emissions by 2050 and welcome green investments and technologies with supportive legal frameworks.
Third, resources stem from vision, innovation drives progress, and strength lies in people and businesses. We combine national and global strengths, domestic and international efforts, and public-private partnerships.
To realize these principles, the Prime Minister called for solutions based on “flexible institutions, seamless infrastructure, smart governance, practical approaches, and collaborative efforts.”
The government will lead as a visionary enabler, with businesses as pioneers and public-private partnerships as the foundation for national development and citizen well-being. Legal frameworks will promote green and digital transitions, simplify administrative procedures, and enhance competitiveness.
Dynamic incentives will harmonize internal resources—people, nature, and culture—with external resources—capital, technology, and governance—for long-term strategic impact.
High-quality human resource development will link education, business, and markets, as people are the ultimate drivers of transformation.
Vietnam seeks international cooperation in technology transfer, especially in emerging fields like AI, semiconductors, and nuclear energy, supported by ready infrastructure and talent.
Governance will shift from management to innovation and service, with administrative reforms streamlining bureaucracy for efficiency.
“We commit to collaborating with all nations and businesses on the principle of ‘shared benefits, shared risks,’ tackling unprecedented challenges like pandemics and climate change. The Autumn Economic Forum 2025 unites intellect, vision, and action for equitable progress. Hosting it in Ho Chi Minh City underscores the city’s pledge to lead in dual green and digital transformation,” Prime Minister Pham Minh Chinh concluded.
