Vietnamese Citizens Eligible to Play at Select Casino Projects Starting November 26

On November 26, 2025, the Vietnamese government issued a groundbreaking resolution, granting eligible Vietnamese citizens access to casinos within select licensed casino projects across the country.

Specifically, the Resolution allows eligible Vietnamese citizens to gamble at the Phu Quoc casino project (An Giang Province) starting from the effective date of the Resolution, which is November 26, 2025.

Additionally, a pilot program permits eligible Vietnamese citizens to gamble at the Ho Tram casino project (Ho Chi Minh City) for a period of 5 years from November 26, 2025, and at the Van Don project (Quang Ninh Province) for 5 years from the date of issuance of the Casino Business Eligibility Certificate.

Upon completion of the pilot period, the Ho Tram and Van Don casino projects will cease allowing eligible Vietnamese citizens to gamble until further notice from the competent authorities, as per casino business regulations.

Casino operators are responsible for organizing and managing the gambling activities of eligible Vietnamese citizens in a strict and compliant manner, adhering to all legal requirements for casino operations.

Ministers, heads of ministerial-level agencies, heads of Government-attached agencies, Chairpersons of the People’s Committees of An Giang Province, Quang Ninh Province, and Ho Chi Minh City, along with relevant organizations and individuals, are tasked with implementing this Resolution.

In 2016, the Politburo approved a pilot program allowing Vietnamese citizens to gamble at casinos in Phu Quoc and Van Don for a 3-year period. However, only the Phu Quoc Casino began operations in January 2019.

In 2022, the Ministry of Finance proposed to the Government and the Politburo to extend the pilot period by 2 years for the Phu Quoc Casino until the end of 2024. The Ministry cited the impact of the COVID-19 pandemic on casino operations, which limited the pilot’s effectiveness within the initial timeframe.

In May 2024, the Politburo agreed to extend the pilot period for Vietnamese citizens to gamble at the Phu Quoc Casino until the end of 2024. For the Van Don project, the pilot period for Vietnamese citizens is set at 3 years from the commencement of casino operations.

To formalize the extension of the pilot program, the Government issued Decree No. 145/2024/NĐ-CP on November 4, 2024, outlining the implementation timeline for the pilot program allowing Vietnamese citizens to gamble at casinos:

For the first casino operator granted pilot approval, the program will run until December 31, 2024.

For other casino operators granted pilot approval (if any), the program will last 3 years from the issuance of the Casino Business Eligibility Certificate.

Decree No. 145/2024/NĐ-CP stipulates that upon completion of the pilot period, participating casino operators must halt gambling activities for Vietnamese citizens until the Government issues a new decree regarding the continuation or termination of such activities.
