“Ring Road 2: Unmissable Commitment”

Two critical segments of Ho Chi Minh City's Ring Road 2 are poised to spring into action, marking a significant step toward their completion.

In Ho Chi Minh City these days, many streets in Phuoc Long Ward, where Phase 2 of the HCMC Ring Road 2 project passes through, are bustling with urgency.

For the Greater Good

Here, hundreds of households are busy packing their belongings, removing signs, and relocating their homes to hand over the land. They express their agreement with the compensation policy and hope the project will commence soon.

Mrs. Nguyen Thi Kim Van shares that she has two houses on Do Xuan Hop Street that are subject to clearance. Bidding farewell to a place where she has lived for many years is always emotional, yet she accepts the change as a natural part of life.

“It’s bittersweet, but for the greater good, we agree. With fair compensation, I plan to buy a house nearby to settle down,” Mrs. Van shares.

Phase 2 of Ring Road 2 is ready for its groundbreaking ceremony.

A few hundred meters away, Mr. Nguyen Kim Ngoc, a restaurant owner, is searching for a new location to relocate his business. The young man notes that this road is narrow, often congested, and the project is essential to make it more spacious, smooth, and aesthetically pleasing.

Ready for Groundbreaking

According to the plan, HCMC Ring Road 2, with a total length of 64 km, is identified as a key and urgent transportation project for HCMC. Once completed, the road will help reduce inner-city traffic pressure, promote urban development, and boost regional economic growth.

To date, 50 km have been invested in construction and put into operation. The remaining 14 km, divided into four different segments, are yet to be completed.

The HCMC Transportation Project Management Board is focusing on two key segments with a total investment of over 13.8 trillion VND, including land clearance costs of approximately 8.6 trillion VND.

Phase 1, spanning 3.5 km from Phu Huu Bridge to Vo Nguyen Giap Street, affects 893 households with a compensation budget of 5.825 trillion VND. Phase 2, nearly 2.5 km long from Vo Nguyen Giap Street to Pham Van Dong Street, impacts 258 households, with compensation costs of around 1.742 trillion VND.

The goal is to complete land recovery by the end of November 2025. Households that have not handed over their land will be persuaded, and if they still do not agree, authorities will enforce compulsory acquisition in December of the same year.

The two phases are scheduled to break ground on December 19, following two previous delays to ensure a clear land area and resolve resident concerns. The groundbreaking ceremony marks a significant milestone, paving the way for completion by April 2027, thereby enhancing connectivity and urban development in eastern HCMC.

Above and Below

In addition to the two phases about to break ground, Phase 3 from Pham Van Dong Street to Go Dua, and Phase 4 from An Lap Intersection to Nguyen Van Linh Street, are accelerating land clearance efforts to synchronize with other project components.

In a recent directive, the HCMC People’s Committee tasked the Transportation Project Management Board with reviewing and implementing project components.

Additionally, they are coordinating with the Department of Construction, the Urban Railway Management Board, and the Department of Planning and Architecture to review and determine the alignment of the extended Metro Line 6, ensuring consistency with the overall plan. The HCMC People’s Committee also requested a comprehensive review of the urban railway network, comprising 12 lines totaling 582 km, to ensure timely project implementation, efficient capital use, and 100% disbursement of allocated funds in 2025.

According to the approved master plan for the Thu Duc area (formerly) by 2040, the urban railway network includes a new branch of Metro Line 6, running from Binh Thai Intersection to Go Dua Intersection. The consultant’s study indicates that Metro Line 6 will run along Ring Road 2, requiring underground construction within the 67-meter right-of-way of the project (including passing through intersections underground).

Many residents express their anticipation for the eastern transportation system. Ms. Duong Lan Phuong, whose commute route includes Ring Road 2, envisions a future where cars travel above and trains run below, optimizing both urban beauty and convenience for residents.

“Just thinking about it makes me feel proud and excited to share with my friends about our city,” Ms. Phuong says.

Efforts for Ring Road 3

On November 24, Deputy Prime Minister Mai Van Chinh inspected the HCMC Ring Road 3 project segment passing through Tay Ninh Province. The inspection revealed that the 6.8 km segment in Tay Ninh is on schedule, with construction value exceeding 87%.

The Deputy Prime Minister directed construction units to mobilize manpower, machinery, and implement “3 shifts, 4 teams” to ensure technical opening on December 19. On this occasion, the Deputy Prime Minister presented gifts and encouraged the construction units.

Groundbreaking and Inauguration of Key Projects

The HCMC People’s Committee has directed departments, agencies, and investors to urgently prepare for the groundbreaking and inauguration of key projects in celebration of the 14th National Party Congress, as per Directive 158/2025 of the Prime Minister.

The projects include diverse initiatives. Alongside the two phases of Ring Road 2, there are the Youth Cultural House, Metro Line 2 (Ben Thanh – Tham Luong), Xuyen Tam Canal, Nguyen Khoai Bridge and Road, HCMC – Moc Bai Expressway, technical opening of over 30 km of Ring Road 3, and upgrades to Tran Van Giau High School, Nhan Ai Hospital, and Children’s Hospital 1.
