Accelerating Progress: Addressing Delays in 712 Projects Across Hanoi

The Hanoi People’s Committee has released a report detailing the outcomes of measures to accelerate investment progress and address delays in non-budget capital projects involving land use across the city.

The Hanoi People’s Committee has submitted a report to the City Council detailing the implementation of Resolution No. 04/NQ-HĐND dated April 8, 2022, regarding the handling of non-budget capital projects delayed in deployment across the city.

According to the detailed report from the Hanoi People’s Committee, as of November 5, 2025, all 712 non-budget capital projects involving land that were delayed have been reviewed, inspected, audited, post-checked, and categorized for resolution.

Of these, 439 projects, or 61.66%, have been fully resolved.

Specifically, the Department of Agriculture and Environment has submitted decisions to the City Committee to revoke land, cancel land allocation, and lease decisions for 53 projects (31 projects have issued land revocation and cancellation decisions, while 22 are finalizing procedures, expected to be completed by Q1/2026).

65 projects have ceased operations, including: 15 projects with revocation decisions; 12 projects with revocation decisions issued by the City Committee; 1 project revoked by districts/wards before administrative unit reorganization; 1 project where the investor voluntarily ceased operations and returned the initiative; and 36 projects finalizing dossiers by Q1/2026.

321 projects have been removed from the delayed list, including: 242 projects where investors addressed issues, completed procedures, and utilized the land; 12 projects removed due to duplication or lack of investment approval; 43 projects progressing as per legal timelines; 9 projects awaiting legal clarification on commercial housing; and 15 projects pending conclusions from investigative, audit, court, or tax authorities.

Additionally, the City has extended land use for 70 projects by 24 months: 61 projects post-checked by city departments (2 projects have utilized land; 30 delayed due to force majeure, under continued monitoring; 29 to be post-checked by December 31, 2025); and 9 projects still within their extension period, to be inspected after expiration.

For the 203 projects under continued monitoring and urging, inspections revealed delays due to objective reasons, planning issues, incomplete land clearance, unmarked boundaries, and construction violations.

During inspections of the 712 delayed projects, the Department of Agriculture and Environment, in collaboration with former district and ward authorities, identified and added 117 projects (71 unallocated and 46 allocated land projects).

For the 71 unallocated projects, the City Committee tasked the Department of Finance with handling. Results include: 7 projects removed due to completion; 6 terminated; 13 continuing; 26 under inspection for legal consolidation; and 16 referred to city departments for proposals.

For the 46 allocated projects, 5 received 24-month extensions; 17 have audit conclusions referred for handling; 5 audits halted; 2 land revocations; and 11 draft reports under review.

Moving forward, the City Committee directs departments and local authorities to enhance reviews, guide investors, resolve obstacles, accelerate project implementation, and improve the investment environment.

Projects with unresolved delays despite audits and investor non-compliance (excluding force majeure) will face termination and land revocation as per regulations.

Transparency will be prioritized for delayed, non-compliant projects, including those subject to forced measures, revocation, or termination, in accordance with the law.
