Striving for Disbursement to Fuel Growth

This morning, November 27th, Deputy Prime Minister Le Thanh Long chaired a meeting at the Government Office to discuss the disbursement of public investment capital for the Ministry of Health and the Ministry of Education and Training. The meeting also addressed An Giang province's production and business activities, public investment capital disbursement, import-export, infrastructure development, social housing, national target programs, and the implementation of the two-tier local government system.

An Giang Province’s Chairman, Ho Van Mung, stated that initial challenges in operating the local two-tier government have been largely resolved. The administrative machinery is now stable and efficient.

An Giang’s Major Projects on Schedule

“Regarding economic growth, the province achieved 7.85% in the first nine months, leading the Mekong Delta, though falling short of the projected growth scenario,” said Ho Van Mung. The projected growth for the entire year is over 8% (8.17%), with several socio-economic indicators meeting or exceeding targets, such as industrial development and total retail sales. Notably, the tourism sector has surpassed this year’s target, with a 78.2% increase in tourism revenue compared to the same period last year, marking a significant highlight for An Giang.

The province is focusing on key projects, including the Chau Doc – Can Tho – Soc Trang expressway. The Prime Minister has directed An Giang to shorten the timeline by 14 months from the initial plan. “We are striving to open the road to traffic by December 19th,” said Ho Van Mung. Secondly, preparations for the 2027 APEC Summit are on track, with all challenges resolved. Investors and contractors have been selected, and critical projects such as the expansion of the international airport, convention center, and major transportation routes are progressing ahead of schedule.

Regarding public investment disbursement, An Giang has achieved over 63% of the allocated capital plan since the beginning of the year (if additional capital for APEC Summit projects is included, this rate is 54%). “An Giang is committed to reaching 100% disbursement by year-end,” Ho Van Mung affirmed.

Challenges in Education and Health Sector Disbursement

Deputy Minister of Education and Training Le Tan Dung reported that as of November 20, 2025, the total disbursement was over VND 963 billion (28.26%). Challenges primarily involve projects under the National Target Program for socio-economic development in ethnic minority and mountainous regions, ODA projects of Da Nang University, and projects under Resolution 57-NQ/TW.

Deputy Minister of Health Le Duc Luan reported that the ministry’s cumulative disbursement as of November 25, 2025, was 20.1%.

Regarding the causes of delayed disbursement, Deputy Minister Luan noted that some projects, though completed and fully funded, have low disbursement rates (e.g., the Central Children’s Hospital Facility 2 at 32% and the Central Maternity Hospital Facility 2 at 25%). With over a month left for fire safety inspections, construction approvals, environmental permits, and medical equipment procurement, these factors will impact project settlement and finalization.

The Bach Mai Hospital Facility 2 project has disbursed VND 105 billion (8.7%), and the Viet Duc Hospital Facility 2 has disbursed VND 39 billion (3.3%). Both hospitals aim to disburse VND 1,023 billion in December.

Deputy Minister of Health Le Duc Luan stated that disbursement will peak in December, with an expected VND 3,543 billion (64.8%) by December 31.

According to the Ministry of Finance, healthcare projects, especially hospitals, are complex public works with high functional and technical requirements, leading to challenges in selecting design consultants, approvals, and construction. Some projects in urban cores face planning and construction restrictions, with limited construction conditions within hospital premises to ensure uninterrupted medical services, thus delaying progress.

Legal and Policy Obstacles Resolved

Concluding the meeting, Deputy Prime Minister Le Thanh Long emphasized that Party and State leaders have issued numerous directives on public investment disbursement and economic growth for 2025. The Government, Prime Minister, and Cabinet members have vigorously implemented these to achieve the targets, with no changes. The goal is 100% public investment disbursement in 2025, directly supporting an 8% or higher economic growth rate in 2025, paving the way for double-digit growth in 2026.

Deputy Prime Minister Le Thanh Long assessed that the public investment disbursement of the Ministries of Education and Training and Health is unfavorable, with current figures significantly below the national average (over 56%).

Acknowledging the challenges, he noted both objective and subjective factors, with subjective factors being predominant.

“As the Deputy Minister of Justice mentioned, legal obstacles have been largely resolved. With the same legal framework, some ministries and sectors have successfully disbursed funds, even exceeding allocations. I urge you to pay special attention and avoid complacency,” Deputy Prime Minister Le Thanh Long stressed.

Regarding An Giang’s socio-economic development, including public investment disbursement, he acknowledged positive figures such as 7.85% growth in the first nine months and 63% disbursement of allocated capital, higher than the national average. The province is focused on urgent projects for the 2027 APEC Summit.

“Moving forward, the targets remain unchanged: 100% disbursement and over 8% growth. These will be clear metrics for evaluating officials’ task completion,” Deputy Prime Minister Le Thanh Long stated. Therefore, there is no alternative but to strive harder to achieve these goals.

The Ministries of Education and Training and Health must closely coordinate with the Ministries of Finance, Agriculture and Rural Development, and Ethnic Minorities and Religion to comprehensively review tasks for inclusion in national target programs, avoiding overlaps. They must prioritize disbursement in 2025. If funds cannot be disbursed, they should be reported for reallocation. “Once reallocated, efforts should be made to utilize the funds to prevent further reallocation, which is unacceptable,” he advised.

The Ministry of Health should focus on the Bach Mai and Viet Duc Hospital Facility 2 projects in Ninh Binh, aiming to inaugurate the construction by December 19, 2025, in line with national project celebrations for the 14th National Party Congress. Partial project operations should begin after December 19.

For An Giang, the Deputy Prime Minister urged continued adherence to directives from Party General Secretary To Lam and Prime Minister Pham Minh Chinh. With most policy obstacles resolved, the province should act decisively and propose solutions for any remaining issues.

He called on ministries and sectors to support An Giang, expressing confidence that the province will achieve and exceed the 8% growth target in 2025 and double-digit growth in 2026.
