The Ho Chi Minh City Department of Construction has recently issued an official dispatch addressing voter feedback from before and after the 2nd session of the 10th Ho Chi Minh City People’s Council, term 2021-2026.
Proposal to Cancel the Project
Voters Pham Van Bao (Hamlet 10, Binh Loi Commune), Huynh Van Tien (Hamlet 11, Binh Loi Commune), and Huynh Quoc Danh (Hamlet 10, Binh Loi Commune) collectively highlighted the Sing Viet Urban Area project, which has been stalled for 28 years.

“The Sing Viet Urban Area project, delayed for over 28 years, has significantly impacted residents’ lives. Despite our repeated appeals to various authorities, a comprehensive solution remains elusive,” stated voter Pham Van Bao.
Voters urged clarity on whether the project will proceed and the identity of the developer. They called for the removal of the stalled project to stabilize residents’ lives and urged higher authorities to take decisive action to protect citizens’ rights. Some even proposed canceling the project due to its prolonged stagnation.
In response, the Ho Chi Minh City Department of Construction revealed that Sing Viet Urban Development LLC has not submitted the project dossier to the department to date.
Upon review, the department confirmed that Sing Viet Urban Development LLC was granted Investment Certificate No. 411043001956 by the Ho Chi Minh City People’s Committee, with the 6th amendment certified on October 27, 2014. The project is authorized to operate until December 6, 2049.
Commitment to Support Residents
Ahead of the 10th National Assembly session, the Ho Chi Minh City National Assembly Delegation No. 8 met with voters from Vinh Loc, Tan Vinh Loc, Binh Loi, Tan Nhut, Binh Chanh, Hung Long, and Binh Hung communes.
During the meeting, voter Nguyen Thi Mao expressed frustration, stating that her family had relinquished their land years ago, yet the resettlement area remains incomplete. Many residents, now elderly, are uncertain if they will live long enough to see the project’s completion.
Phung Quoc Viet, Vice Chairman of Binh Loi Commune People’s Committee, assured that local authorities had engaged in dialogue with 34 affected households. He noted positive developments, with the developer committing to accelerate progress and implement the resettlement plan.
Sing Viet Urban Development LLC has advanced VND 30 billion to the Compensation and Land Clearance Board and established a liaison office for resident engagement.
“We pledge to stand by the residents. We will fulfill our responsibilities to the fullest extent of our authority,” affirmed Mr. Viet.
The Sing Viet Urban Area project spans 331 hectares with an estimated investment of USD 300 million. Approved by the Government in 1997, the Ho Chi Minh City People’s Committee issued a comprehensive land acquisition decision in 2007, initiating compensation in 2009. The project affects hundreds of households, many of which face complete relocation.
