According to the Resolution, the Vietnamese government permits eligible Vietnamese citizens to gamble at the Phu Quoc casino project (An Giang province) starting from November 26th.
Simultaneously, a pilot program allows eligible Vietnamese citizens to gamble at the Ho Tram casino project (Ho Chi Minh City) for a 5-year period beginning on November 26th. Another pilot program permits eligible Vietnamese citizens to gamble at the Van Don casino project (Quang Ninh province) for 5 years from the date of issuance of the Casino Business Eligibility Certificate.
Eligible Vietnamese citizens are permitted to gamble at the Phu Quoc, Ho Tram, and Van Don casino projects.
The Resolution specifies that the management of eligible Vietnamese citizens gambling at these casinos, as well as the operation and management of casino businesses, must adhere to the regulations outlined in Decree No. 03/2017 issued by the government regarding casino operations, or any subsequent amendments or replacements.
Upon the conclusion of the pilot period, the Ho Tram and Van Don casino projects will cease allowing eligible Vietnamese citizens to gamble until further notice from the competent authorities, as per the legal provisions governing casino operations.
The government mandates that casino project operators are responsible for organizing and managing the gambling activities of eligible Vietnamese citizens in a strict and compliant manner, adhering to all legal requirements related to casino operations.
This Resolution takes effect on November 26th.
Previously, in 2016, the Politburo approved a pilot program allowing Vietnamese citizens to gamble at casinos in Phu Quoc and Van Don for a 3-year period. However, only the Phu Quoc casino began operations in January 2019. According to Decree No. 03/2017, the pilot program was set to conclude in January 2022.
In 2022, the Ministry of Finance proposed to the government, and subsequently to the Politburo, an extension of the pilot program at the Phu Quoc casino by 2 years, until the end of 2024. The Ministry cited the impact of the COVID-19 pandemic on casino operations, arguing that the initial pilot period was too short to yield the desired results.
In May 2024, the Politburo agreed to extend the pilot program for Vietnamese citizens gambling at the Phu Quoc casino until the end of 2024. For the Van Don project, the pilot period for Vietnamese citizens to gamble is set at 3 years from the commencement of casino operations.
To formalize the extension of the pilot program, the government issued Decree No. 145/2024, amending Clause 2 of Article 12 in Decree No. 03/2017, which outlines the duration of the pilot program for Vietnamese citizens gambling at casinos:
For the first casino operator granted permission to pilot Vietnamese citizens’ gambling, the program will run until December 31, 2024.
For other casino operators (if any) granted permission to pilot Vietnamese citizens’ gambling, the program will last 3 years from the date of issuance of the Casino Business Eligibility Certificate.
Decree No. 145/2024 stipulates that upon the conclusion of the pilot period, participating casino operators must cease allowing Vietnamese citizens to gamble until the government issues a new decree either terminating or permitting such activities.
